The Administrative Measures of Tianjin Municipality for Mass Participation in
Earthquake Monitoring and Prevention was adopted at the 95th Executive Meeting
of the Tianjin Municipal Government on October 8, 2012 and is hereby
promulgated. These Measures shall go into effect as of December 1, 2012.

Administrative Measures of Tianjin Municipality for Mass Participation in
Earthquake Monitoring and Prevention
Article 1 These Measures are enacted in accordance with the provisions of the Law of the People's Republic of China on Earthquake
Prevention and Disaster Reduction and in the light of the local
conditions of this Municipality with the aim of improving the mechanism for
mobilization of the masses for the earthquake prevention and disaster
reduction, taking precautions against and reducing the disasters of earthquake,
and regulating the mass participation in the monitoring and prevention of
earthquake.
Article 2 These Measures shall apply to the mass activities of monitoring and
prevention against earthquake conducted in areas under the jurisdiction of this
Municipality.
The phrase "mass participation in the monitoring and prevention of
earthquake" refers to acts by masses of monitoring and preventing
earthquake.
Article 3 The work of mass participation in earthquake monitoring and
prevention shall uphold the principles of giving full play to the government
guidance, mass participation, and integration of monitoring with prevention
with priority given to prevention, and day-to-day work with earthquake rescue.
Article 4 People's governments at all levels shall strengthen leadership of
mass participation in monitoring and preventing earthquakes, study and address
the major problems in the mass participation in monitoring and preventing
earthquakes on a regular basis and set up a sound contingent of earthquake
monitors and fighters.
The Municipal, district and count people's governments shall incorporate the
operational funds for mass participation in earthquake monitoring and
prevention into the general operational funds for earthquake prevention and
disaster reduction to meet the actual needs of mass participation in earthquake
monitoring and prevention.
Article 5 The competent departments of the Municipal, district and county
earthquake work shall be in charge of the organization, coordination and
management of the mass participation in earthquake monitoring and prevention
work in the areas under their respective jurisdiction.
The relevant administrative departments of construction, state land and housing
management, financing, civil affairs, science and technology, health,
meteorology and agriculture shall do a good job within the scope of their
responsibility in the mass participation in earthquake monitoring and
prevention.
Article 6 The Municipal competent department for earthquake shall, in the light
of the actual situation of the work regarding earthquake prevention and
disaster reduction, draw up a plan for the construction of a city-wide grid
network of mass participation in earthquake monitoring and prevention and
submit it to the Municipal People's Government for approval before
implementation.
The district and county competent departments for earthquake shall, on the
basis of the plan of the citywide grid network of mass participation in
earthquake monitoring and prevention, draw up plans for construction of the
grid network of mass participation in earthquake monitoring and prevention for
the local district and county and submit the report to the people's government
of the same level for approval before implementation.
Article 7 The township and town people's governments and the sub-district
committee shall designate a fulltime or part-time assistant for the earthquake
prevention and disaster reduction work, whose duty is to organize and guide the
concrete efforts regarding earthquake monitoring and prevention in the
locality.
The villagers' committee and the neighborhood committee shall assist the
township and town people's governments and the sub-district committee in doing
a good job in the publicity drive to disseminate the scientific knowledge of
earthquake prevention and disaster reduction, and report immediately to the
related department when earthquake macroscopic abnormal phenomena that might
indicate an imminent earthquake are detected.
The producing and storing units of hazardous chemicals and radioactive Articles
shall, in the light of the actual situation of the said units, designate a
fulltime person to be in charge of the aforesaid matters.
Article 8 The district and county competent departments for earthquake in
setting up monitoring spots at strategic points, shall make full use of the
existing resources of meteorology, environmental protection, hydrology and
geology, animal husbandry and breeding, fishery and aquatic production.
The township and town people's governments and the sub-district committee
shall, in accordance with the requests of the State and the Municipality,
determine the strategic monitoring points for earthquake and designate a
fulltime person to do a good job in monitoring and reporting the earthquake
macroscopic abnormal phenomena that might indicate an imminent earthquake.
Article 9 The monitor for earthquake macroscopic abnormal phenomena shall report
immediately to the district or county competent department for earthquake when
he detects any abnormal phenomena in the ground water, gas, animal and plant,
meteorology and weather; where the abnormal phenomena occur suddenly, in a mass
scale and extremely serious, he may report the situation to the government of a
higher level.
Units and individuals other than the earthquake monitor may report the
aforementioned earthquake-related abnormal phenomena by means of telephone,
telegraph, telex, email, etc., to the competent department for earthquake of
the local district and county governments and may report it to the government
of a higher level when they detect the aforementioned abnormal phenomena that
might be related to an imminent earthquake.
The Municipal, district and county competent departments of earthquake shall,
upon receiving the report, register it and organize an investigation and
verification.
Article 10 The earthquake prediction put forward by units and individual other
than the competent department of earthquake shall be reported to the Municipal
earthquake competent department in writing. The latter shall register the
prediction and produce a certificate of receipt when it receives the report in
writing.
No unit or individual may disseminate the earthquake prediction to the public.
Article 11 The district and county earthquake competent departments shall be
responsible of setting up a network of immediate reporters for earthquake
disaster and a data bank for immediate reporters. Every incorporated village
and community shall designate one to two immediate reporters for earthquake
disaster.
Article 12 When an earthquake strikes, the immediate reporter for earthquake
disaster shall immediately report to the competent department for earthquake
regarding the degree of tremor, or casualties and destruction of buildings, and
so on.
Article 13 The district and county competent departments for earthquake shall
provide necessary material guarantee for efforts to monitor abnormal phenomena
of a mass scale and the immediate report of earthquake disasters so as to
ensure the timeliness and accuracy in reporting the earthquake macroscopic
anomaly information and the earthquake disaster information.
Article 14 The township and town people's governments and the sub-district
committee shall, by making use of the cultural center and broadcasting station,
propagate and popularize the knowledge of earthquake prevention and disaster
reduction, raise the public awareness of earthquake prevention and disaster
reduction and the increase their self-rescue and mutual rescue ability.
Article 15 The township and town people's governments and the sub-district
committee shall advise the villagers and residents to make preparations against
earthquake, and make a plan for family emergency response and evacuation in
case of earthquake. They shall determine the evacuation place and mark it with
signs and organize masses of people to drill for emergency response in case of
earthquake.
Article 16 The township and town people's governments shall advise the
villagers to build quake-proof houses of their own use, organize the training
of building artisans and popularize the standard blueprints of civilian
buildings capable of resisting earthquake and enhance the earthquake resistant
properties of farmers' houses in a gradual way.
Article 17 The Municipal, district and county competent departments for
earthquake shall run training programs on a regular basis for persons engaged
in mass participation in earthquake monitoring and prevention such as the
assistants of earthquake prevention and disaster reduction, monitors of
earthquake-related abnormal phenomena of a mass scale, immediate reporters of
earthquake disaster situation and propagandists of the scientific knowledge of earthquake
prevention and disaster reduction, with a view to raising their professional
level and work abilities.
Article 18 The Municipal, district and county competent departments for
earthquake shall make an inspection and examination of the mass participation
in earthquake monitoring and prevention work, and commend or award units and
individuals that have distinguished themselves in one of the following aspects:
1. Making outstanding contributions to the administrative work in mass
participation in earthquake monitoring and prevention;
2. Timely reporting the earthquake macroscopic anomaly information, which has
played an important role in formulating a prediction of earthquake;
3. Promptly reporting the disaster situation after an earthquake strikes and
making an outstanding contribution to fighting against earthquake and disaster
reduction;
4. Achieving substantial results in publicity of the scientific knowledge of
earthquake prevention and disaster reduction; and
5. Making outstanding contribution to the mass participation in earthquake
monitoring and prevention in other aspects
Article 19 Where a unit that bears management responsibility in the work of
mass participation in earthquake monitoring and prevention delays reporting,
hides the truth in making reports, makes a false report or handles the matter
improperly, resulting in bad influences, the related department shall give
sanctions to the competent person that is directly held responsible and other
responsible persons according to law.
Article 20 Where anyone spreads rumors about earthquake, and disrupts normal
public order, he shall be penalized by the regulations governing public
security administration; where the offense is serious enough to constitute a
crime he shall be investigated for criminal responsibilities according to law.
Article 21 These Measure shall go into effect as of December 1, 2012.
