Notice of the People's Government of Guangdong Province on Replicating and Promoting the First Group of Reform and Innovation Experience of China (Guangdong) Pilot Free Trade Zone

All people's governments at or above the prefecture-city level; the people's governments of all counties (cities, and districts); and all the departments of and institutions directly under the People's Government of the Province:
The establishment of China (Guangdong) Pilot Free Trade Zone (“GDFTZ”) is a major policy decision made by the CPC Central Committee and State Council and is an important measure for carrying forward the reform and opening-up and promoting the in-depth cooperation between the mainland and Hong Kong and Macao under new situations. Ever since the establishment of GDFTZ, with the core of institutional innovation, the relevant departments of the Province have taken the lead in exploring the potential for the reform and resolving challenging problems in the reform, and formed a group of replicable and promotable reform and innovation achievements in terms of accelerating the transformation of government functions, positively exploring innovations in administration patterns, and promoting trade and investment facilitation. According to the deployment of the Party Committee and the People's Government, of the Province, the first group of reform and innovation experience of GDFTZ shall be replicated and promoted in the whole Province. You are hereby notified of the relevant matters as follows:
I. Main Contents to Be Replicated and Promoted
1. Reform Items to Be Replicated and Promoted in the Whole Province (23 Items)
(1) In the field of investment facilitation (9 items): establishment of the “one-stop” service pattern of “one-stop acceptance and synchronous approval,” implementation of the “Multiple-Certificate in One” system on the basis of implementing the enterprise registration system of “Three in One,” formulation of the prompting list of illegal administrative activities, electronic business license and whole-process information-based registration and administration, “Internet Plus” taxation services, joint taxation services of state taxation bureaus and local taxation bureaus, and general online handling of taxation in areas, “tax financing” for cooperation between taxation bureaus and banks, and free express delivery of online applications of plain invoices.
(2) In the field of trade facilitation (13 items): new pattern of self-service customs clearance in international transfer, whole-process information-based reform of processing trade manual, reform of origin administration by customs offices, paperless reform of tax collection and exemption certificates, “handling of enterprise registration services in customs clearance areas,” traceability platform for cross-border e-commerce commodities, express release pattern of imported food, classified administration of imported alcohol, administration of the list of inspection and quarantine origin certificates, supervision mode of “1+2+3” for entry maintenance, process reengineering of entry animal quarantine permit, seamless connection with inland “dry ports” in inspection and quarantine, and establishment of “electronic certificate” pattern of inspection and quarantine.
(3) In the field of financial innovation (one item): innovation in cross-border payment instruments.
2. Reform Items to Be Replicated and Promoted in the Relevant Scope of the Province (Four Items)
(1) Reform items to be replicated and promoted in areas under special customs supervision in the whole Province (two items): express cross-border customs clearance by land and supervision over internationally-transferred food.
(2) Reform items to be replicated and promoted in Guangzhou City, Shenzhen City, and Zhuhai City (two items): integrated operation of free trade zones and port areas and combination of tax payment periods for small-scale taxpayers.
II. Attaching Great Importance to the Work of Promotion
The replication and promotion of the first group of reform and innovation experience of GDFTZ is a strong guarantee for the Province to grasp strategic opportunities, actively adapt to the new normal of economic development, and comprehensively promote the opening-up level. All regions and departments shall further raise consciousness, effectively unify the thoughts and actions to the work deployments of the Party Committee and People's Government of the Province, diligently conduct the work of replication and promotion of the relevant reform and innovation experience, gradually establish new institution and pattern adapting to the development requirements of open economy, and promote the orderly and free flow of international and domestic elements, efficient resource allocation, in-depth market convergence, and accelerate the cultivation of new international competition advantages.
III. Strengthening Organization and Implementation
All regions and relevant departments at various levels shall, in light of their actual circumstances, regard the promotion of the replicable reform and innovation experience of GDFTZ as a major task of their regions and departments, further strengthen supervision and guidance, establish a sound mechanism for the replication and promotion work with interaction between the Province and cities, cooperation among departments, and definite responsibilities, and promote the implementation of the relevant pilot reform experience as soon as possible. All relevant departments of the Province shall waste no time in developing the work plan for replication and promotion and clarify the specific tasks, time nodes, and forms of verifiable achievements; conduct classified guidance in light of the actual local circumstances, intensify organization and implementation, and orderly promote various work, so as to guarantee the actual effects.
The office of the leading group of GDFTZ shall strengthen overall planning and coordination, take the lead in coordinating all regions and departments to conduct inspection and evaluation of the effects of replication and promotion of reform and innovation experience of GDFTZ on a regular basis, accelerate the exploration and formation of more replicable and promotable experience, so as to provide demonstration and reference for deepening the reform and expanding the opening-up in the whole Province or even across the country; and positively coordinate the resolution of major issues encountered in the process of replication and promotion of the relevant reform and innovation experience and report any important information to the People's Government of the Province in a timely manner.
