The Management Measures on Tianjin Culture Centre was adopted at the 75th
Executive Meeting of the Municipal People's Government on August 29, 2011 and
is hereby promulgated. It shall come into force as from March 1, 2012.

Management Measures on Tianjin Culture Centre
Article 1 These Measures are formulated in accordance with the actual
conditions of the Municipality in order to strengthen management of Tianjin
Culture Centre, promote development of cultural undertakings of the
Municipality and satisfy the increasing material and cultural demands of the
people.
Article 2 These Measures apply to the operation and related management of the
cultural venues, commercial installations, surface and underground traffic, and
other public service facilities as well as public places within Tianjin Culture
Centre.
Tianjin Culture Centre is located in Hexi District of the Municipality, whose
specific scope covers an area starting from Longchang Road in the east, up to
Youyi Road in the west, and starting from Pingjiang Street in the south, up to
Leyuan Street in the north.
Article 3 Management of Tianjin Culture Centre shall uphold the principle of
normalisation, high efficiency, overall arrangement and coordination to uplift
the level of management and service in an all-round way.
Article 4 Tianjin Culture Centre shall make innovations in mechanism and
system, improve public services and make cultural undertakings prosperous in
conformity to the requirements of maximised availability factor, optimised
supervision and management, and highest integrated benefit.
Article 5 The Municipal People's Government shall set up the Management
Committee of the Culture Centre of Tianjin Municipality to make overall plans,
study and coordinate important matters of Tianjin Culture Centre.
Article 6 The Management Office of the Culture Centre of Tianjin Municipality
is the permanent administrative body of the Management Committee of the Culture
Centre of Tianjin Municipality, performing the following duties:
(1) Supervising the internal management of the cultural venues and public
service facilities;
(2) Organising and coordinating important cultural activities and reception;
(3) Being in charge of daily business of the Management Committee of the
Culture Centre of Tianjin Municipality; and
(4) Doing other work assigned by the Municipal People's Government.
Article 7 The people's government of Hexi District as a subject of responsibility
for city management of Tianjin Culture Centre is responsible for organising and
implementing city management work of Tianjin Culture Centre according to law,
including cityscape, environmental sanitation, landscaping, water fountain,
nightscape lighting, municipal roads, comprehensive law enforcement, and so on.
Article 8 The people's government of Hexi District is responsible for
organising and implementing management work of social security and emergency
response of Tianjin Culture Centre, and maintains public security,
environmental safety, and social order of Tianjin Culture Centre according to
law, ,
Article 9 In handling examination and approval of administrative licensing
items that may impact the management order of Tianjin Culture Centre, relevant
administrative licensing examination and approval organs shall seek opinions
from the Management Office of the Culture Centre of Tianjin Municipality before
licensing examination and approval.
Article 10 The operation unit is responsible for upkeep and maintenance of the
cultural venues within Tianjin Culture Centre; the property rights unit or the
operation unit is responsible for upkeep and maintenance of commercial
installations, surface and underground traffic, and other public service facilities.
Article 11 The placement of various public service facilities and equipment
within Tianjin Culture Centre should be scientific and rational, and be made
convenient to the public; various kinds of directives and signs should be clear
and definite, and clean and good-looking; and the service facilities and
equipment should be timely cleaned, maintained, and replaced to ensure that
they are in good condition.
Article 12 Units running cultural venues and public service facilities shall
institute and improve service specifications, ensure that the facilities and
equipment are safe and can be put to normal use, and accept supervision of the
Management Office of the Culture Centre of Tianjin Municipality.
Article 13 Cultural venues shall be open to the public, according to their
functions and characteristics, and their service contents and open hours shall
be publicised. When cultural venues need to close temporarily due to
maintenance of facilities and equipment, public announcement shall be made five
days in advance, except for emergency.
Cultural venues shall appropriately extend open hours during statutory national
holidays.
Article 14 During summer and winter holidays, cultural venues shall increase
cultural activities good for students' characteristics.
Cultural venues where management by way of government-fixed prices and the
guidance price of the government is put into practice shall open to the
handicapped, juveniles, students, the elderly, servicemen free of charge or by
the preferential price in accordance with relevant provisions of the state and
the Municipality.
Article 15 The general public that are visiting, watching performances or using
facilities and equipment within cultural venues should observe the public
order, and no units or individuals are allowed to damage facilities and
equipment of cultural venues.
Article 16 The following acts are prohibited within Tianjin Culture Centre:
(1) Illegally reselling tickets of artistic performance or other negotiable
tickets and vouchers;
(2) Selling or disseminating illegal publications;
(3) Installing outdoor advertisements and slogans without authorization;
(4) Failing to park motor vehicles and non-motor vehicles at assigned places;
(5) Taxicabs in violation of provisions stop to wait for passengers or solicit
business;
(6) Occupying squares and roads without authorizaton to display goods for sale
or to engage in various business activities;
(7) Using high decibel loudspeakers or producing sounds of excessive volume in
violation of provisions; and
(8) Other acts prohibited by laws, rules and regulations.
Article 17 For those who violate the provision of Article 16 of these Measures,
the relevant department shall handle them in accordance with related provisions
of laws, rules and regulations.
Article 18 For those who violate the provision on administration for public
security within Tianjin Culture Centre, the public security organ shall handle
them in accordance with the Law of the
People's Republic of China on Penalties for Public Security Administration;
if a crime is constituted, the persons concerned shall be subject to criminal
liabilities pursuant to law.
Article 19 Where the Management Office of the Culture Centre of Tianjin
Municipality, relevant administrative departments and their functionaries abuse
their powers, neglect their duties, resort to frauds for selfish interests, the
relevant department shall punish them according to law; if a crime is
constituted, the persons concerned shall be prosecuted for criminal liabilities
according to law.
Article 20 These Measures shall come into force as from March 1, 2012.
