The Provisions on Comprehensive Management of Tianjin Railway Passenger Station Area was adopted at the 73rd Executive Meeting of the Municipal People's Government on July 1, 2011 and is hereby promulgated. It shall come into force as from August 1, 2011.

Regulations on Comprehensive Management of Tianjin Railway Passenger Station Area
Article 1 These Provisions are formulated in accordance with relevant provisions of laws, rules and regulations in order to strengthen comprehensive management of and maintain public order in Tianjin railway passenger station area.
Article 2 These Provisions apply to activities of comprehensive management of Tianjin railway passenger station area.
The specific scope of Tianjin railway passenger station area where comprehensive management is executed shall be determined by the Municipal People's Government.
Article 3 The leading group of comprehensive management of Tianjin railway passenger station area is established, responsible for making overall arrangements and making decisions on important matters with regard to comprehensive management of Tianjin railway passenger station area.
Article 4 The district and county people's governments in the seat of Tianjin railway passenger station or the district and county people's governments determined by the Municipal People's Government (hereinafter generally referred to as the people's government of Tianjin railway passenger station area) shall be responsible for unified organisation and implementation of comprehensive management and supervision of Tianjin railway passenger station area.
Article 5 The people's government of Tianjin railway passenger station area shall set up the comprehensive management office of the railway passenger station area (hereinafter referred to as the Office of Station Area), performing the following duties:
(1) Being responsible for daily comprehensive management and coordination of the railway passenger station area;
(2) Exercising administrative penalty power as provided in Article 4 of the Provisions of Tianjin Municipality on Relatively Centralised Administrative Penalty Power for City Management (Decree of the Municipal People's Government, No.111, 2007);
(3) Exercising administrative penalty power in terms of road transport, public transit, environmental protection, culture, health, and the press and publishing in relation to comprehensive management of the railway passenger station area;
(4) Formulating and putting into practice the emergency response plan of the railway passenger station area; and
(5) Completing other work assigned by the leading group of comprehensive management of Tianjin railway passenger station area.
Article 6 The agency of the Municipal public security organ stationed in Tianjin railway passenger station area shall exercise management over public security, fire prevention, public transport security, and traffic order of the railway passenger station area according to law, accept unitary coordination of the Office of Station Area, and support and corporate with the Office of Station Area in doing the management work well.
Article 7 The railway administration shall do well the management work in the railway passenger station area in accordance with the duties as prescribed by laws and regulations.
Article 8 The owner of assets or the managerial personnel of the surface and underground public infrastructure affiliated to Tianjin railway passenger station shall take charge of upkeep, maintenance, operation and management of the infrastructure and accept supervision of the Office of Station Area.
Article 9 The upkeep, maintenance, operation and management of the infrastructure by other assets owners within Tianjin railway passenger station area shall meet the unitary requirement of the railway passenger station area and accept supervision of the Office of Station Area.
Article 10 The district people's governments and the various city-level related administrative departments adjacent to Tianjin railway passenger station area shall support and cooperate with the people's government of Tianjin railway passenger station area in maintaining public order in the surrounding areas of the railway passenger station area
Article 11 The Office of Station Area shall uphold the principles of putting people first, being streamlined and efficient, and making innovations in management method, improve management and extend excellent services. The administration of the station area may not charge any fees or charge fees in disguise.
Article 12 Where the administrative licensing organ is likely to impact the order of management of Tianjin railway passenger station area in handling administrative licensing matters involving cityscape and environment, municipal landscaping, road traffic, and so on, opinions shall be sought from the Office of Station Area before examination and approval.
Article 13 Comprehensive management of cityscape, environment and sanitation, landscaping, municipal facilities, road traffic, and street lamp lighting in Tianjin railway passenger station area shall meet the stipulations of the Provisions of Tianjin Municipality on City Management (Decree of the Municipal People's Government, No.26, 2010) and the Classification Criteria of Tianjin Municipality on City Management.
Article 14 The placement of public service facilities in Tianjin railway passenger station area should be scientific, rational, and convenient to the public; various kinds of directives and signs should be distinct and clear, and clean, tidy and beautiful; the damaged facilities and equipment should be timely replaced and maintained to ensure normal use.
Article 15 Taxicabs, buses, coach buses, and other vehicles in Tianjin railway passenger station area should operate in a normalised and orderly manner, and there are no law-violating acts such as refusal to pick up passengers, cutting in the case of vehicles, and soliciting passengers in a forcible way.
Article 16 The following acts in violation of management of cityscape and environment, landscaping, and municipal facilities are prohibited in Tianjin railway passenger station area:
(1) Occupying squares and roads to set up stalls and booths for sales, to engage in various business activities, and peddle goods in a mobile way;
(2) Installing outdoor advertisements and slogans without authorization; and
(3) Other acts in violation of management of cityscape and environment, landscaping, and municipal facilities prohibited by laws, rules and regulations.
Article 17 The following acts in violation of traffic and passenger transport management are prohibited in Tianjin railway passenger station area:
(1) Motor vehicles and non-motor vehicles do not park in the designated place;
(2) Taxicabs in violation of provisions stop to wait for passengers or solicit passengers in non-operation areas or roads;
(3) Taxicabs refuse to pick up passengers and disorganise the order of the station;
(4) Coach buses stop to allow passengers to get in or out at the outside of the station; and
(5) Other acts in violation of traffic and passenger transport management prohibited by laws, rules and regulations.
Article 18 The following acts obstructing management of public order are prohibited in Tianjin railway passenger station area:
(1) Selling and distributing illegal publications;
(2) Introducing accommodation to passengers in a forcible way;
(3) Soliciting business for operating vehicles;
(4) Distributing advertisements and propaganda materials;
(5) Tricycles and rickshaws carry passengers for business operation;
(6) Using loud speakers or other noisy methods to solicit customers in business operation;
(7) Damaging road well covers, lighting and other public facilities; and
(8) Other acts impeding order of public management.
Article 19 For those who violate stipulations of Items (3), (4), and (5) of Article 18 of these Provisions, the Office of Station Area shall order them to make corrections. If they refuse to do so, a fine of not less than 50 yuan but not more 500 yuan shall be imposed upon individuals, and a fine of not less than 1000 yuan but not more 5,000 yuan upon the unit.
If there are other different provisions in law, rules and regulations concerning other acts of violation against these Provisions, such provisions shall be followed.
Article 20 The Office of Station Area shall uphold the principle of combining punishment with education, with focus on education, educate law violators first and order them to make corrections immediately or within a time limit; where an act of violation is not serious and does not cause much damage, and correction is made promptly after education, no administrative penalty shall be inflicted thereupon; if the law violator does not make corrections, administrative penalty shall be inflicted thereupon according to law.
The Office of Station Area shall stop law-violating acts outside the limits of its jurisdiction, and timely notify relevant departments with jurisdiction to handle them according to law.
Article 21 Where functionaries of the Office of Station Area abuse their powers, neglect their duties, resort to frauds for selfish interests, demand or accept bribes, and commit other acts in violation of law and discipline, relevant departments shall punish them according to law; where a crime is constituted, they shall be investigated for criminal liabilities pursuant to law.
Article 22 These Provisions shall come into force as from August 1, 2011. The Provisions on Comprehensive Management of Tianjin Station Area (Decree of the Municipal People's Government, No.7, 2008), promulgated by the Municipal People's Government on June 30, 2008, shall be abrogated simultaneously.
