Procedures of Shanghai Municipality on the Administration of House and Lane Numbers

Article 1 (Purpose and Basis)
With a view to strengthening the administration of house/lane numbers in this Municipality and suiting the needs of city construction, social development and people's livelihood, these Procedures are formulated in accordance with relevant provisions of the State and this Municipality.
Article 2 (Application Scope)
These Procedures apply to the arrangement, use, and erection of signs for distinction of house/lane numbers and the administration thereof in this Municipality's administrative area.
Article 3 (Administrative Duties)
Shanghai Municipal Bureau of Public Security is the competent department responsible for the administration of house/lane numbers in this Municipality, and the district/county departments of public security shall, under the leadership of the municipal bureau of public security, assume the specific responsibility for the administrative work of arranging house/lane numbers and the supervision and inspection over the erection of signs for distinction of house/lane numbers in their own administrative areas.
The municipal administrative departments of planning, construction, housing and civil affairs shall, according to their respective functions and duties, do a good job of the work relating to the administration of house/lane numbers.
District/county people's governments shall be responsible for organizing town/township people's governments and sub-district offices to carry out the installation and routine maintenance of the signs for distinction of house/lane numbers in their administrative areas.
The municipal place-name office shall conduct professional guidance on the administration of house/lane numbers according to the provisions of relevant laws and regulations.
Article 4 (Principles for Arrangement of House/Lane Numbers)
The arrangement of house/lane numbers shall follow the principles of scientificalness, standardization and sequence, and may not skip or duplicate such numbers.
Article 5 (Application for House and Lane Numbers)
For the building constructed with approval of the government, the unit or individual person that invests in the construction shall apply for the house/lane numbers to the police station where the building is located by presenting relevant approval certificates including the planning permit of construction project,planning plane drawings or the permit for changing living houses into non-living houses, etc..
Article 6 (Approval and Notice)
The police station shall, within 7 working days from the date of receipt of the application for house/lane numbers, put forward its opinions concerning the arrangement of house/lane numbers and submit them for approval to the district/county public security department, which shall come to a decision within 7 working days.
After receiving the decision made by the district/county pubic security department, the police station shall notify the applicant in writing without delay.
Article 7 (Rules for Arranging House/Lane Numbers)
The arrangement of house/lane numbers shall obey the following rules:
1. for buildings along two sides of a road, the house/lane numbers shall be based on the formally approved road name and be arranged in sequence from east to west and from south to north in the direction of the road (from west to east and north to south in the Pudong New District) with odd numbers on the left side and even numbers on the right. If the distance between two adjacent buildings exceeds 4 meters, a spare house/lane number shall be reserved for future use.
2. for buildings in a lane or a new village, the house/lane numbers shall be consecutively arranged starting from the first building at the entrance.
3. for buildings in an administrative village, the house/lane numbers shall be based on the name of the village and be consecutively arranged starting from the entrance. If the distance between two adjacent buildings exceeds 4 meters, a spare house/lane number shall be reserved for future use.
Article 8 (Alteration of House and Lane Numbers)
If the name of a road is to be altered owning to the road construction or for other reasons, the road construction unit or the department designated by the district/county people's government shall go through the alteration formalities of house/lane numbers with the public security department.
Under the circumstances of the house/lane numbers being wrongly arranged, skipped or duplicated, the property owner of the building may apply to the public security department for alteration, and the latter may also make the alteration on its own initiative.
If house/lane numbers are to be altered, the public security department shall notify the units and individual persons concerned about the alteration without delay, and if necessary, such information may also be made public to the society through the media of newspaper or website.
Article 9 (Installation of House and Lane Number Plates)
House and lane number plates shall be installed in a unified, standardized and eye-catching way. The specific type and installation standard shall be work out by the municipal bureau of public security and then submitted to the Municipal People's Government for approval.
The municipal bureau of public security shall supervise the manufacture of house and lane number plates, and town/township people's governments and sub-district offices shall be in charge of the installation thereof.
Article 10 (Maintenance and Supervision of House and Lane Number Plates)
Town/township people's governments and sub-district offices shall enhance the supervision over the routine maintenance and management of house/lane number plates, carry out timely supplementation, restoration and replacement for missing, tarnished and damaged ones.
Relevant personnel undertaking the responsibility for urban administration in a grid-lattice way shall, upon discovering of any missing, tarnished or damaged house/lane number plates in the course of their tour inspection, report to the relevant department for handling in a timely manner.
The public security department shall carry out the supervision and inspection over the installation of house/lane number plates.
Article 11 (House and Lane Number Plates of Special Type)
Buildings with unique features that are identified as cultural relics, excellent historical buildings or being situated in the protection zone of historical cultural features according to law may be installed with special-type house/lane number plates that are in harmony with building features.
Where buildings with unique features need to be installed with special-type house/lane number plates, the municipal bureau of public security shall, jointly with relevant departments examine and confirm them.
Article 12 (Bearing of Expenses)
The expense for manufacturing, installing and maintaining uniform-type house/lane number plates shall be borne by the people's government of the district/county where the building is located.
The expense for manufacturing, installing and maintaining special-type house/lane number plates shall be borne by the property owner or the relevant administrative unit.
Article 13 (Duties of Relevant Departments)
When the relevant departments and units of industry and commerce, housing, water affairs, electric power, gas in this Municipality go through formalities for registration, granting permit for the sale in advance of commodity house or permit for delivery of newly-built houses, or the installation of water, electricity, and gas facilities, the registration address of the applicant shall be the house/lane numbers approved by the public security department.
Where the alteration of house/lane numbers leads to a change in the registration of address of a unit or individual person, the relevant departments of public security, industry and commerce, and housing shall cooperate in doing a good job of altering the registration of relevant licenses and permits.
Article 14 (Prohibited Acts)
Units and individual persons shall not commit the following acts:
1. determine or alter house/lane numbers without authorization;
2. move or remove house /lane number plates without authorization; and
3. alter, tarnish, damage, shelter or cover house/lane number plates.
Article 15 (Legal Liability)
Where any unit or individual person commits one of the following acts, the public security department shall impose punishments according to the seriousness of the case:
1. for unauthorized determining or altering of house/lane numbers, the municipal or district/county department of public security shall order a correction within a prescribed time limit; in case of failure to make the correction within the prescribed time limit, a fine of between not less than 300 yuan but not more than 3,000 yuan shall be imposed.
2. for unauthorized moving or removing house/lane number plates, or affecting of the normal use of such plates, or damaging of such plates, the municipal or district/county department of public security shall order a correction within a prescribed time limit; in case of failure to make the correction within the prescribed time limit, a warning or a fine of less than 50 yuan shall be imposed. Where economic losses are caused, compensation shall be made in accordance with law.
Article 16 (Special Provisions on Temporary House and Lane Numbers)
The public security department may, according to the needs of administration and the actual circumstances, arrange temporary house/lane numbers for buildings constructed without approval of the government or reconstructed.
After the buildings referred to in the preceding clause are demolished, the temporary house/lane numbers shall be canceled.
Article 17 (Effective Date)
The present Procedures shall be effective as of May 1, 2009. The "Procedures of Shanghai Municipality on the Administration of House and Lane Numbers" approved by Shanghai Municipal People's Government on December 10, 1998 shall be repealed at the same time.
