Decision to Implement Eight Entry-Exit Facilitation Measures

Announcement of the Ministry of Public Security
In order to further facilitate the handling of entry-exit certificates by entry-exit personnel and the port traffic, the Ministry of Public Security decides to implement eight entry-exit facilitation measures from February 1, 2018.
I. Local residents of a province may handle entry-exit certificates across the province. Any applicants (except registered and recorded state functionaries and active servicemen) may apply for ordinary passports, two-way travel pass to Hong Kong and Macao and the endorsement thereof, two-way travel pass to Taiwan and the endorsement thereof to any entry-exit administrative department of the public security authority at or above the county level in the province (autonomous region or municipality directly under the Central Government) at the place of their domicile (for those applying for such activities as individual travels, settlement, and business affairs, the above-mentioned entry-exit certificates shall be handled in accordance with special provisions.)
II. Local residents of a province may handle the endorsement of the two-way travel pass to Hong Kong, Macao, and Taiwan across the province in a self-service manner. By holding the electronic two-way travel pass to Hong Kong and Macao or two-way travel pass to Taiwan issued by the entry-exit administrative department of the public security authority in the province (autonomous regions, or municipality directly under the Central Government), any applicants (except registered and recorded state functionaries and active servicemen) may handle the endorsement of the two-way travel pass to Hong Kong, Macao, and Taiwan on any self-service equipment for handling such endorsement in the province (autonomous region, or municipality directly under the Central Government) (In the application for an individual travel endorsement, a non-resident of a city that launches individual travels must hold his or her residence permit).
III. Residents of other provinces that meet the prescribed conditions may handle entry-exit certificates at the nearest authorities. The spouse, children, or parents of other province (autonomous region, or municipality directly under the Central Government) of a permanent resident of a city (except registered and recorded state functionaries and active servicemen) may apply for the ordinary passport, two-way travel pass to Hong Kong and Macao and the endorsement thereof, or two-way travel pass to Taiwan and the endorsement thereof at the nearest authority in the city where the permanent resident resides (for those applying for such activities as individual travels, settlement, and business affairs in Hong Kong and Macao, the above-mentioned entry-exit certificates shall be handled in accordance with special provisions.
When applying for certificates at the nearest authority, in addition to the submission of conventional application materials, the aforesaid applicants also need to hand over the original ID card of their direct relative that is a permanent resident of the city and the relevant evidentiary materials for the kinship for examination, in particular, the marriage certificate for the spouse relationship, the birth certificate for the parent-child relationship, and the written statement issued by the son or daughter that is a permanent resident of the city for the relationship between his or her parents.
IV. The remaining times of endorsement of the two-way travel pass to Hong Kong, Macao, and Taiwan may be inquired in a self-service manner. By holding the electronic two-way travel pass to Hong Kong and Macao or two-way travel pass to Taiwan issued by the entry-exit administrative department of the public security authority in the province (autonomous region, or municipality directly under the Central Government), any applicant may inquire the remaining times of endorsement of the two-way travel pass to Hong Kong, Macao, and Taiwan on any self-service equipment for handling such endorsement in the province (autonomous region or municipality directly under the Central Government)
V. The photo services for entry-exit certificates shall be provided for free. The entry-exit acceptance window of the public security authority shall provide photo services for entry-exit certificates (excluding printing of paper photos) for free. The windows that temporarily do not meet the prescribed conditions shall provide an applicant that does not carry photos for the entry-exit certificate or whose photo does not meet the standards as prescribed in the Photographing Guidelines for Photos on Entry-exit Certificates with photo services for entry-exit certificates (excluding printing of paper photos) for free.
VI. The Chinese of foreign nationalities shall be provided convenience in visa-handling and residence. For Chinese of foreign nationalities that visit relatives, negotiate business, carry out science, education, culture, and health-related exchange activities, and handle other private affairs in China, the entry-exit administrative department of the public security authority may issue the valid visa for multiple entries within five years as required; and the residence permit with the period of validity of up to five years for Chinese of foreign nationalities that need to reside locally for a long term for purposes of employment, study, relative visiting, and personal affairs as required.
VII. The self-service customs clearance services shall be greatly promoted. The entry-exit border inspection authority of the public security authority shall strengthen the building of self-service border inspection channels. In 2018, the number of ports where self-service border inspection channels are launched shall reach 50% of the total number of travelers inspection ports across the countries and the number of personnel that use the self-service border inspection for customs clearance shall reach 50% of the total number of entry-exit personnel.
VIII. The travelers that use self-service customs clearance services shall be provided with self-service printing services for entry-exit records and documents. The Chinese and foreign travelers that enter or exit China by using the self-service inspection channel for border inspection may print the record and document for the latest exit or entry through the port for free on the self-service printer in the rear of the self-service inspection channel. Such entry-exit record and document shall have the same force as the China's seal of border inspection affixed by the border inspection authority on the entry-exit certificate.
