Jinshan Reshaped: Forging a New Model of Modern Transformation
2026-01-14 13

As Shanghai's southwestern gateway, Jinshan District serves as both a key hub for advanced manufacturing and a pioneering zone for rural revitalization. Since the start of the 14th Five-Year Plan period, the district has thoroughly implemented the municipal government's strategic requirements for "north-south transformation," centering its efforts on the theme of "transforming for new development and shaping a new image." It has focused on shedding outdated stereotypes such as "chemical industry equals pollution," "agriculture equals backwardness," and "outer suburbs equal peripheries," exploring a development path that prioritizes industrial transformation while coordinating spatial and governance transitions. This transformation has yielded significant results.
Over the past five years, despite pressures from external economic shifts and cyclical impacts in the chemical industry, Jinshan has accelerated the shift from old to new growth drivers. While maintaining steady economic growth, it has enhanced both the quality of development and its potential for future progress. In 2024, the district's GDP exceeded 120 billion yuan, with per capita GDP reaching $21,500. The total industrial output value of large-scale enterprises reached 305 billion yuan, and sectors such as fiber materials and drones were recognized as national-level specialized clusters for small and medium-sized enterprises. Additionally, the new chemical materials industry joined Shanghai's first batch of "city-district collaborative" 100-billion-yuan-level industrial clusters.
During its development, Jinshan has remained committed to attracting major, high-quality projects, successfully securing 20 projects each valued at over 1 billion yuan (including four exceeding 10 billion yuan). Initiatives such as the technological upgrades at Shanghai Petrochemical, the construction of the Lexus new energy vehicle project, the operation of the Alibaba Cloud East China Intelligent Computing Center, and the opening of the Shanghai LEGOLAND Resort have laid a solid foundation for the 15th Five-Year Plan period. Concurrently, innovation vitality has surged, with high-tech enterprises increasing by 39.5%, specialized and sophisticated SMEs growing by 375.3%, the number of invention patents per 10,000 people doubling, and PCT international patent applications surging nearly elevenfold. The Shanghai Bay Area Science and Innovation City has attracted nearly a thousand enterprises.
Standing at this new developmental starting point, Jinshan District will continue to uphold its firm commitment to transformative development. It will deepen the coordinated transition of industry, space, and governance, consolidate and expand the achievements of its transformation, and strive to write a new chapter in building a modernized hub of innovation and progress.
