All departments of the State Intellectual Property Office; all departments of the Patent Office; and all entities directly under the State Intellectual Property Office:
The Work Plan of the State Intellectual Property Office for Accelerating Advancement of "Internet plus Government Services," as deliberated and adopted by the Leading Group for "Internet plus Government Services" of the State Intellectual Property Office, is hereby issued. All departments (entities) shall conscientiously implement it.

Work Plan of the State Intellectual Property Office for Accelerating Advancement of "Internet plus Government Services"
This Plan is made based on the actualities of the State Intellectual Property Office, according to the requirements of the Guiding Opinions of the State Council on Accelerating Advancement of "Internet plus Government Services" (No. 55 [2016], State Council), for purposes of implementing the significant decisions and arrangements of the State Council regarding "simplification of administrative procedures, delegation of powers, combination of decentralization and control, optimization of services," further accelerating the transformation of government functions, improving transparency, and practically enhancing the quality and efficiency of government services.
I. General requirements
(1) Guiding ideology. We shall comprehensively implement the spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, carry out in depth the spirit of a series of important speeches delivered by General Secretary Xi Jinping, firmly develop the concept of innovative, coordinated, green, open and shared development, according to the requirement of building a law-based, innovative, clean, and service-oriented government government, optimize service process, innovate on service modes, advance data sharing, and ensure regulated matter administration, transparent and practical information, efficient online handling, and public-convenience and enterprise-facilitating services.
(2) Basic principles.
Adhering to overall planning. Top design shall be effectively conducted, standards and specifications shall be developed, development space shall be reserved, repeated construction shall be avoided, consolidation of government service platforms shall be promoted, and mutual recognition and sharing of government service resources shall be realized.
Adhering to a problem-oriented approach. Oriented on the problems the people strongly complain about, including difficulties, slowness and tediousness in handling matters, matter handling process shall be optimized, handling period shall be reduced, equal attention to physical business halls (including patent acceptance service halls, authorized agencies, quick right defense centers, and intellectual property protection centers, and the same rule applies hereinafter) services and online services shall be adhered to, online and offline integration shall be advanced, social concern shall be responded to in a timely manner, and easy, accessible government services through diverse channels shall be provided.
Adhering to coordinated development. Cooperation shall be strengthened, a powerful work advancement mechanism and interaction mechanism shall be established, the objectives, tasks, division of responsibilities, and progress requirements of all departments and entities shall be specified, overall advancement shall be realized, and system connection shall be ensured, so as to provide system and mechanism guarantees for "Internet plus government services."
Adhering to openness and innovation. The internet mindset shall be used, service modes shall be innovated on, service channels shall be expanded, service resources shall be opened up, and a new government service pattern jointly participated in by the government, the general public, and enterprises shall be developed.
(3) Work requirements.
i. Full consolidation of platforms. The full consolidation of physical business halls, online government service platforms, mobile application programs, and service hotline shall be promoted to realize integrated online and offline operation and develop the website of the State Intellectual Property Office to "a net" of online intellectual property government services.
ii. Completeness of online matters. The online handling of intellectual property government service items shall be advanced more quickly, it shall be achieved that "what shall be put online shall be so put for the whole process," and service efficiency and transparency shall be improved.
iii. Facilitating service process. Internet mindset and standard means shall be used to innovate on service modes, expand service channels, and strengthen the optimization of service process, so as to allow the people and enterprises to run fewer errands, easily handle matters, and feel comfortable.
iv. Guaranteeing information security. The capability of information platforms (systems) to manage and protect security shall be improved. A confidentiality and password management, inspection and review system (non-secret-related network) shall be established and improved to raise or improve information security's level of support and guarantee and risk prevention.
(4) Work goals.
By the end of 2017, an efficient, easy, integrated internet government service platform will have been established, intellectual property government service items will have been comprehensively, publicly disclosed, and the level of standard, networked government services will have been conspicuously raised.
By the end of 2020, according to the unified arrangements of the General Office of the State Council, the deep integration of the Internet with intellectual property government services will have been realized, and the level of intelligent government services will have been significantly raised, making it easier, quicker and more efficient for enterprises and the people to handle matters.
II. Work tasks
(1) Standardizing service items.
i. Specific matter-handling service items directly provided to the general public shall be comprehensively sorted out according to statutory functions, and coding administration shall be implemented to standardize item names, conditions, documents, process and time limits. A service item catalog shall be compiled item by item on a category basis, and its publication at the website of the State Intellectual Property Office before the end of 2017 shall be ensured. (The General Office of the Patent Office shall take the lead, and the Department of Treaty and Law, the Department of Examination Business Administration, the Department of Preliminary Examination and Process Administration, and the Patent Reexamination Board shall be respectively responsible according to their duties)
ii. Matter handling guides shall be standardized and improved, and departments and entities with government service items shall, according to requirements for "catalog-oriented, standard and electronic" items, compile various service item and matter handling guides accessible online, specify formats of application documents, offer understandable examples, publish the process from application, acceptance, examination, decision making, to service, and vigorously promote and improve online filling, submission and examination. (The General Office shall take the lead, and the Department of Treaty and Law, the General Office of the Patent Office, the Department of Examination Business Administration, the Department of Preliminary Examination and Process Administration, and the Patent Reexamination Board shall be respectively responsible according to their duties)
iii. Information on intellectual property government services, including laws and regulations, policy documents, notices and announcements, matter handling guides, common questions, means of supervision and reporting, and degree of online handling, shall be comprehensively and collectively published at the website of the State Intellectual Property Office and dynamically adjusted to ensure the accuracy of and consistency between online and offline information. (The General Office shall take the lead, and the Department of Treaty and Law, the Department of Protection Coordination, the Department of Planning and Development, the General Office of the Patent Office, the Department of Examination Business Administration, the Department of Preliminary Examination and Process Administration, and the Patent Reexamination Board shall be respectively responsible according to their duties)
(2) Innovating on service modes.
iv. Online handling of service items shall be advanced based on job responsibilities, service items involving the acceptance, approval, reexamination and patent invalidation procedures in patent applications shall be prioritized, and online acceptance, handling and feedback shall be gradually realized, to ensure that service items "which shall be put online shall be so put for the whole process;" unified government service resources shall be used to vigorously advance the extension of the aforesaid services to mobiles and hotlines, among others and provide enterprises and the general public with diverse and convenient matter handling channels. (The Department of Examination Business Administration, the Department of Preliminary Examination and Process Administration, the Department of Automation, the Patent Reexamination Board, and the Patent Search and Consultation Center shall be respectively responsible according to their duties)
v. Social resources shall be brought in, and third-party platforms shall be vigorously used to provide services such as delivery of certificates and licenses and online payment. (The Department of Preliminary Examination and Process Administration shall take the lead)
vi. Online intellectual property government service resources and data shall be opened up in a legal and orderly manner, and the general public, enterprises and social institutions shall be encouraged to develop and use them to provide diverse, innovative, public-convenience services. (The Department of Planning and Development shall take the lead, and the Department of Automation shall cooperate)
(3) Solidifying the supporting foundation.
vii. According to the arrangements and requirements of the General Office of the State Council, the application of electronic certificates, licenses, official documents, seals and signatures in government services shall be promoted, and online verification shall be prompted to avoid repeated submission of documents and circular proof. (The Department of Examination Business Administration shall take the lead, and the Department of Preliminary Examination and Process Administration and the Department of Automation shall be respectively responsible according to their duties)
viii. Relevant administrative systems and service specifications issued by the State Council shall be implemented, and the review and revision of relevant rules and systems not suitable for "Internet plus government services" shall be accelerated. (The Department of Treaty and Law shall take the lead)
ix. The work relating to "Internet plus government services" shall be included in the official education and training system as an important part of official education and training to further improve the internet mindset and skills of the functionaries of the State Intellectual Property Office. (The Department of Personnel shall take the lead, and the Department of Personnel Education shall cooperate)
(4) Platform consolidation and sharing.
x. By the end of September 2017, various government service information platforms (systems) of the State Intellectual Property Office will have been counted, an inventory shall be made, and "impractical, replaceable, and idle zombie" information platforms (systems) shall be reviewed and shut down. (The General Office of the Patent Office shall take the lead)
xi. Specific building forms and content standards for platforms shall be offered, the consolidation and sharing of government service information platforms (systems) of the State Intellectual Property Office will have been completed before the end of November 2017, and the website of the State Intellectual Property Office shall be built into an online intellectual property government service platform to provide one-stop services and avoid repeated, scattered building; and for government service platforms (systems) separately built, unified interface shall be established at the homepage of the website of the State Intellectual Property Office to realize front-end integration. (The General Office of the Patent Office shall take the lead, and the Department of Treaty and Law, the Department of Protection Coordination, the Department of Patent Administration, the Department of Examination Business Administration, and the Department of Automation shall be respectively responsible according to their duties)
xii. Whether there are circumstances such as requiring the general public to repeat the submission of documents and whether there are barriers between platforms (systems) in the aspects such as data sharing and business coordination, especially in the aspects including relevant parts after the examination and right confirmation in patent applications and patent agency administration shall be examined to realize the connection and interaction among platforms (systems), unify identity certification, share data as needed, and ensure "logging in onto a website to handle matters involving the other websites." (The Department of Treaty and Law, the Department of Examination Business Administration, the Department of Preliminary Examination and Process Administration, the Department of Automation, and the Patent Reexamination Board shall be respectively responsible according to their duties)
xiii. The requirements of the Interim Measures for the Administration of the Sharing of Government Service Information Resources shall be implemented, and an intellectual property government service information resource catalog shall be compiled and maintained according to arrangements and relevant regulations; (the General Office of the Patent Office shall take the lead) the opening up of government service information resource interface as required to local online government service platforms shall be vigorously advanced to promote cross-region, cross-level, and cross-departmental mutual recognition and sharing. (The General Office of the Patent Office shall take the lead, and the Department of Planning and Development and the Department of Automation shall cooperate)
xiv. The online government service platform of the State Intellectual Property Office shall be voluntarily and effectively connected with the website of the Central Government. The relocation of the government service information system of the State Intellectual Property Office to the National E-Government Intranet or Network to share data with the National Data Sharing and Exchange Platform. The information on the sharing of government service information resources in the previous year shall be reported to the inter-ministerial joint meeting for promoting big data development at the end of every February according to the requirements of the Implementation Plan for Consolidation and Sharing of Government Information Systems. (The General Office of the Patent Office shall take the lead, and the Department of Automation shall cooperate)
(5) Enhancing routine regulation.
xv. The website of the State Intellectual Property Office, as the primary platform of government services and disclosure, shall constantly improve the information publication mechanism, standardize the information publication process, avoid repeated approval, improve publication timeliness, and consolidate or close columns without steadily updated content in a timely manner. A 24-hour on-duty system shall be established to handle emergencies without delay. Cooperation and interaction shall be strengthened to ensure reproduce the major policy information published at the website of the Central Government within 12 hours. (The General Office of the Patent Office shall be responsible)
xvi. Existing and new government service platforms shall conform to the relevant requirements of the Guide to Building of "Internet plus Government Services" Technical Systems and the Guidelines on Government Website Development. All departments and entities shall establish or close websites, WeChat public accounts, Weibo accounts, application programs and other open internet platforms (hereinafter referred as "open internet platforms") upon the review of the General Office. Open internet platforms shall specify regulatory responsibility according to the principle of "founders and administrators are responsible." (Open internet platforms shall be respectively responsible)
xvii. Open internet platforms shall strengthen the regulation of information publication in special coverage and columns, publish no content in conflict with China's laws and regulations in force, raise the ratio of published original information in the intellectual property field, ensure the authority and credibility of information and content, specify the source and time of publication of the information published or reproduced, and publish or reproduce no information not confirmed; and establish a website link approval system for strict approval and control. (Open internet platforms shall be respectively responsible)
xviii. The concurrent official document approval and confidentiality review system shall be conscientiously implemented to review the disclosure character of information at the approval of official documents. Departments creating information may publish government information only on the basis of confidentiality review and may not do so without confidentiality review so as to prevent leakage. (The General Office shall take the lead)
xix. Annual government website regulation statements and annual government service website work statements shall be complied according to the requirements of the Guidelines on Government Website Development and published before every January 31. (The General Office shall take the lead)
(6) Ensuring platform security.
xx. The "Internet plus government services" information security guarantee system shall be improved, the graded cybersecurity protection system shall be conscientiously implemented, and preventive and control measures to prevent attacks, unauthorized alterations, and viruses, so as to ensure the security of key information infrastructures. (The Department of Automation shall take the lead)
xxi. The cybersecurity administration system shall be revised and improved, the security responsibility of government service platforms (systems) shall be specified, and information security risk assessment, graded protection testing, and other work shall be conducted. The cybersecurity contingency plan shall be improved, and an information security prevention, monitoring, notification, response and disposition mechanism featuring cooperation among all parties shall be established to search for and fix security holes, effectively make disaster recovery backups, and improve the security prevention capability of all platforms (systems). (The Department of Automation shall take the lead)
xxii. The protection of information systems and critical data involving national secrets, trade secrets and personal privacy, among others, shall be enhanced, and the level of support and guarantees for information security and the capability of risk prevention shall be raised or improved. (The Department of Automation shall take the lead)
(7) Maintaining unimpeded external supervision.
xxiii. Public supervision channels shall remain unimpeded, the research for and correction of errors shall be encouraged, the government website comment collection, handling and feedback mechanism shall be optimized, and online interview, opinion collection, online survey and other interactive columns shall be further improved. (The General Office shall take the lead, and the General Office of the Patent Office, the Department of Planning and Development, the Department of Patent Administration, the Department of Examination Business Administration, the Department of Automation, and the Patent Reexamination Board shall be respectively responsible according to their duties)
xxiv. Government websites shall appoint specific persons to handle the opinions of netizens to correct the errors of the websites in a timely manner on a daily basis, make replies to the opinions within three working days, and publish the information on the handling of all comments except in special cases such as inauthentic conditions reported. (The General Office shall take the lead, and the General Office of the Patent Office, the Department of Planning and Development, the Department of Patent Administration, the Department of Examination Business Administration, the Department of Automation, and the Patent Reexamination Board shall be respectively responsible according to their duties)
III. Organizational guarantee
(1) Specifying the organizational structure.
A leading group for "Internet plus government services" work of the State Intellectual Property Office shall be established according to the requirements of the General Office of the State Council, with the principal person in charge of the State Intellectual Property Office as the group leader, with the deputy chief charged with government services and the deputy chief charged with information technology as deputy group leaders, consisting of all departments of the State Intellectual Property Office, relevant departments of the Patent Office (the General Office of the Patent Office, the Department of Personnel Education, the Department of Examination Business Administration, the Department of Preliminary Examination and Process Administration, and the Department of Automation), and relevant entities affiliated to the State Intellectual Property Office (the Patent Reexamination Board, the Intellectual Property Publishing House, and the China Patent Information Center) as member entities and their principal persons in charge as members. The duties of the leading group are to make overall arrangements for "Internet plus government services" work; decide major matters; and deliberate critical documents involving "Internet plus government services" work.
The leading group shall establish a general office responsible for the advancement of specific matters in "Internet plus government services," mainly tasked with establishing and improving work systems and mechanisms; supervising work progress; and coordinating necessary guarantees of human resources, funds and supplies during "Internet plus government services" work. The leader of the State Intellectual Property Office charged with government service work shall act as the director of the general office, the principal persons in charge of the General Office of the State Intellectual Property Office and the General Office of the Patent Office shall act as its deputy directors, and its members are the persons in charge of relevant departments and entities (the General Office of the State Intellectual Property Office, the Department of Treaty and Law, the Department of Planning, the General Office of the Patent Office, the Department of Examination Business Administration, the Department of Preliminary Examination and Process Administration, the Department of Automation, the Patent Reexamination Board, the Intellectual Property Publishing House, and the China Patent Information Center) and the persons in charge of their relevant bodies.
(2) Strengthening the implementation of responsibilities.
Departments taking the lead shall conscientiously research the requirements of relevant documents issued by their supervisors in conjunction with relevant responsible departments and entities, make specific implementation plans for all work tasks according to this Work Plan, specify division of responsibilities, stage goals, schedules, persons in charge, specific employees and other content.
Departments taking the lead shall submit the specific implementation plans to the general office of the leading group for review within ten days after the issuance of this Work Plan, and the latter shall strengthen the supervision and inspection of all the work, regularly publish notice of work progress, pay attention to using the role of expert comments and third-party assessment, extensively obtain opinions, and improve services.
