Guiding Opinions of the State Council on Vigorously Advancing the "Internet Plus" Action
(No. 40 [2015] of the State Council)
The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council:
"Internet plus" is to integrate in depth the achievements in innovation on the Internet and all economic and social fields in order to promote progress in technology, improvement of efficiency and transformation of organization, and form more pervasive new types of social and economic development with the Internet as infrastructure and innovation factor. In the latest round of global science and technology revolution and industrial reform, the integrated development of the Internet and all fields has a promising future and infinite potentials, has become an unstoppable trend of the era, and is having s strategic and overall impact on the social and economic development of each country. Vigorously underscoring the comparative advantages already formed in China's Internet, seizing opportunities, boosting confidence, and advancing the development of "Internet plus" more quickly are helpful to shape the innovation system, to trigger innovation dynamism, to foster emerging business types and to innovate on public service mode and significant for building the "double engines" of entrepreneurship and innovation among all the people and increase in public products and service, for voluntarily adapting to and guiding the new normal in economic development, for forming new economic development momentum, and for improving the quality and efficiency and upgrading China's economy.
Over recent years, China has made positive progress in the internet technology, industry, application, cross-field integration and other aspects and has a solid foundation for accelerating the advancement of the "Internet plus" development, but there are problems such as weak awareness and capability of the use of the Internet of traditional enterprises, inadequate understanding of traditional industries of dot com enterprises, system and mechanism obstructions confronting the development of new business types, and serious lack of talents in cross-field integration, which urgently need solving. For purposes of accelerating the promotion of the in-depth integration and innovative development of the Internet and all fields and of fully using the significant role of the "Internet plus" in stabilizing growth, prompting reform, adjusting structure, benefiting the people, and preventing risks, the following opinions on vigorously advancing the "Internet Plus" Action are hereby offered.
I. Requirements for the action
(1) General thought
The trend in the development of the "Internet plus" across the world shall be followed, the advantages of China's Internet in size and application shall be fully underscored, the Internet shall be promoted in expanding from the consumption field to the production field, the rising of the level of industrial development shall be accelerated, the capability of innovation of all industries shall be enhanced, and new advantages and momentum of social and economic development shall be developed. Reform, innovation and the orientation of market demand shall be adhered to, the primary role of enterprises shall be highlighted, and the width and depth of the integration between the Internet and all social and economic sectors shall be vigorously expanded. The reform of systems and mechanisms shall be deepened in priority to fulfill or trigger the potentials and vigor of development; the existing businesses shall be optimized diligently to promote the improvement of the quality and efficiency, transformation and upgrading of the economy; the incremental businesses shall be grown with efforts to foster new business types; and the mode of government service shall be vigorously innovated on, the foundation for the development of the Internet shall be solidified, a safe internet environment shall be created, and public service shall be improved.
(2) Basic principles.
Openness and sharing shall adhered to. An open, inclusive development environment shall be created, the Internet shall be used as an important platform to share factors of production and life, resource allocation shall be optimized to the maximum extent, and the formation of a new operating mode of economy and society featuring openness and sharing shall be accelerated.
Integration and innovation shall be adhered to. Traditional industries shall be encouraged to develop a thinking of the Internet and vigorously integrate with the "Internet plus." The Internet shall be promoted in more quickly permeating in all economic and social fields, innovation shall be promoted with integration, various market factors and innovation forces shall be gathered to the maximum extent, and integration-oriented emerging industries shall be promoted in becoming new driving force and pillar of economic development.
Change and transformation shall be adhered to. The role of the Internet as a platform in promoting industrial upgrading and in-depth integration of information technology and industrialization shall be fully played, factor resources shall be guided into the real economy, and the change of production and development mode shall be promoted. Networked public service mode shall be innovated on, and the capability of public service shall be significantly improved.
The guidance to leapfrog development shall be adhered to. The advantages of China's Internet in development shall be consolidated and improved, forward-looking layout in key fields shall be strengthened, with the integration with the Internet and innovation as a breach, emerging industries shall be grown, and a new round of science and technology revolution and industrial change shall be guided, so as to realize leapfrog development.
Security and order shall be adhered to. The standards, specifications, laws and regulations as to integration with the Internet shall be improved, the awareness of security shall be raised, security management and protection shall be enhanced, and cybersecurity shall be ensured. A scientific and effective market regulation mode shall be developed, the orderly development of the market shall be promoted, and fair competition shall be maintained, in order to prevent industrial monopoly and market barriers.
(3) Development goals.
By 2018, the integrated development of the Internet and all social and economic sectors will have been further deepened, new business types based on the Internet will have become the new driving force of economic growth, the role of the Internet in supporting entrepreneurship and innovation among all the people will have been further enhanced, the Internet will have become an important means to provide public service, and the development pattern of cooperation and interaction between the internet economy and real economy will have been basically established.
-- The quality and efficiency of economic development will be further improved. Positive achievements of the Internet in the aspect of promoting transformation and upgrading of the manufacturing industry, agriculture, energy, environmental protection and other industries will be made, and productivity will be further raised. Emerging business types based on the Internet will constantly spring up, e-commerce and internet finance will develop quickly, and their role in promoting the quality and efficiency of economic development will be more prominent.
-- Social service will be more convenient and inclusive. There will be more plentiful internet applications in health and medical care, education, transport and other fields of people's livelihood, public service will be more diversified, and online and offline integration will be closer. The allocation of social service resources will be constantly optimized, and the general public will enjoy fairer, more efficient, higher-quality, and more convenient service.
-- Foundation will be further solidified. Internet facilities and industrial foundations will be effectively solidified and strengthened, and the capability of application support and safety control shall be considerably enhanced. The development of fixed broadband networks, new-generation mobile telecommunications networks and the next-generation Internet will be accelerated, and new types of infrastructures for the Internet of Things and cloud computing will be more complete. Artificial intelligence and other technology and the capability to industrialize them will be significantly bettered.
-- The development environment will be more open and inclusive. Whole society will constantly deepen its recognition of the internet-integrated innovation, the obstruction caused by systems and mechanisms to the development of integration with the Internet will be effectively removed, substantial progress will be made in opening public data resources, and relevant standards and specifications, credit systems and laws and regulations will be gradually improved.
By 2025, A networked, intelligent, service-oriented, and cooperation-based "Internet plus" industrial ecosystem will have been basically complete, "Internet plus" new economic types will have been preliminarily developed, and "Internet plus" will have become an important force driving the innovative economic and social development.
II. Key actions
(1) "Internet plus" entrepreneurship and innovation.
The role of the Internet in driving innovation shall be fully used, the promotion of entrepreneurship and innovation shall be prioritized, the gathering, openness and sharing of various factor resources shall be promoted, maker space and open innovation, among others, shall be vigorously developed, whole society shall be guided and promoted in creating a keen atmosphere of entrepreneurship and innovation among all the people, and new engines of economic development shall be built. (The National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security and the Ministry of Commerce shall be responsible, and the first mentioned shall be the department taking the lead, which applies hereinafter)
1. Enhancing support for entrepreneurship and innovation. Large-sized internet enterprises and basic telecommunications enterprises shall be encouraged to use technological advantages and the capability of industrial integration to open platform interfaces, data information, computing capacity and other resources to micro and small-sized enterprises and startup teams and provide them with support and service in the aspects of research and development tools, business management and marketing, among others, so as to improve the application of information technology in micro and small-sized enterprises and foster and incubate startup enterprises with good business models. The basic conditions of the Internet shall be fully used, micro and small-sized enterprise public service platform networks shall be improved, and entrepreneurship and innovation resources shall be gathered, in order to provide micro and small-sized enterprises with accessible, affordable and guaranteed service.
2. Vigorously developing maker spaces. The advantages of the Internet in openness and innovation shall be fully underscored, the resources of whole society shall be mobilized, and the development of innovation workshops, maker spaces, social laboratories, smart small-sized enterprise entrepreneurship bases and other new types of maker spaces shall be supported. By making full use of existing conditions such as national independent innovation demonstration zones, scientific and technological enterprise incubators, university science parks, agglomerations of commercial and trade enterprises, and micro and small-sized enterprise entrepreneurship demonstration bases, a group of maker spaces combining innovation and entrepreneurship, online and offline resources, and incubation and investment shall be established in a market-oriented way, so as to provide startup businesses with low-cost, facilitating, and whole-factor work space, cyberspace, social space and resource sharing space. The "entrepreneurship and innovation among all the people" action in emerging industries shall be implemented, a group of "entrepreneurship and innovation among all the people" demonstration bases in emerging industries shall be established, and the development of the "Internet plus" entrepreneurship network system shall be accelerated.
3. Developing open innovation. Various innovators shall be encouraged to fully use the Internet, grasp the orientation of market demand, strengthen sharing of and cooperation in innovation resources, promote the timely conversion of achievements in cutting-edge technology and innovation, and develop an open innovation system. The interaction and cooperation between various entrepreneurship and innovation support policies and open internet platforms shall be promoted so as to provide startup teams and individual developers with green passage service. The development of startup services shall be accelerated, crowd sourcing, user participation in design, cloud design and other new organizing mode of research and development shall be vigorously promoted, all social sectors shall be guided in setting up platforms of exchange and cooperation, and the trans-regional, cross-field transfer of technical achievements and collaborative innovation shall be promoted.
(2) "Internet plus" collaborative manufacturing.
The integration between the Internet and manufacturing industry shall be promoted, the manufacturing industry shall be made more digital driven, internet based and intelligent, the cooperation in the industry chain shall be strengthened, and a new mode of collaborative manufacturing based on the Internet shall be developed. Intelligent manufacturing, mass customization, internet-based collaborative manufacturing and service manufacturing shall be advanced in key fields, a group of internet-based collaborative manufacturing public service platforms shall be built, and the formation of an internet-based industrial ecosystem in the manufacturing industry shall be accelerated. (The Ministry of Industry and Information Technology, the National Development and Reform Commission and the Ministry of Science and Technology shall jointly take the lead)
1. Vigorously developing intelligent manufacturing. With intelligent factories as development direction, pilot programs and demonstration of intelligent manufacturing shall be conducted, the promotion of application of cloud computing, the Internet of Things, intelligent industrial robots, additive manufacturing and other technology in production shall be accelerated, and intelligence-driven upgrading of production equipment, retrofits of work process and sharing of basic data shall be advanced. Breakthroughs shall be made in priority in project control systems, intelligent sensor components, industrial clouding platforms, operating systems, industrial software and other essential parts, the development and use of industrial big data shall be strengthened, the intelligence-oriented transformation of the manufacturing industry shall be effectively supported, and an open, sharing and cooperative ecology of the intelligent manufacturing industry shall be built.
2. Developing mass customization. Enterprises shall be supported in using the Internet to collect and meet the personalized demand of users, advance the flexibility retrofits of design, research and development, production and manufacturing, supply chain management and other key parts, and innovate on the service and business models based on customized products. Internet enterprises shall be encouraged to integrate market information, mine segmented market demand and development trends, and provide support for decision-making of manufacturers in customization.
3. Raising the level of internet-based collaborative manufacturing. Backbone manufacturers shall be encouraged to closely cooperate with all parts of the industry chain through the Internet, the comprehensive interconnection between production, quality control and operation management systems shall be promoted, and crowd sourcing design, research and development, internet-based manufacturing and other new modes shall be advocated. Competitive internet enterprises shall be encouraged to build internet-based collaborative manufacturing public service platforms, provide segmented industries with clouding manufacturing service, promote the gathering of and connection with new resources, productivity, and market demand, improve their capability to serve micro, small and medium-sized enterprises, accelerate the effective collaboration of diversified manufacturing resources of whole society, and enhance the capability to integrate resources of the industry chain.
4. Accelerating the service-based transformation of the manufacturing industry. Manufacturers shall be encouraged to use the Internet of Things, cloud computing, big data and other technology to integrate the data of the whole life of products and develop decision-making service information orienting to the whole process of production organization, in order to provide data support for the optimization and upgrading of products. Enterprises shall be encouraged to provide early warning of malfunction, long-distance maintenance, quality diagnosis, long-distance process optimization and other online value-added service based on the Internet, expand the space of product value, and realize the transformation and upgrading from manufacturing to "manufacturing plus service."
(3) "Internet plus" modern agriculture.
The Internet shall be used to raise the level of agricultural production, operation, management and service, a number of new modes of internet-based, intelligent and lean modern "farming and raising plus" ecological agriculture shall be fostered, the demonstration and catalyzing effect shall be made, the improvement of the new type of agricultural production and operation system shall be accelerated, diversified agricultural internet management service modes shall be developed, an agricultural and sideline products and agricultural inputs quality safety traceability system shall be gradually established, and the significant improvement of agricultural modernization shall be promoted. (The Ministry of Agriculture, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the China Food and Drug Administration, and the State Forestry Administration shall be responsible)
1. Developing a new agricultural production and operation system. Internet enterprises shall be encouraged to establish agricultural service platforms, large specialized households, family farms, farmers' cooperatives, leading enterprises of agricultural industrialization, and other new agricultural production and operation entities shall be supported, connection between production and sale shall be strengthened, and the shift in agricultural production from production orientation to consumption orientation shall be realized. The technological, organizational and lean level of agricultural production and operation shall be raised, the change of the mode of agricultural production, circulation and sale and the transformation of agricultural development mode shall be advanced, and the production efficiency and value space of agriculture shall be improved or expanded. The rural land circulation public service platform shall be used in a regulated and effective manner, and the transparency of land circulation shall be improved, so as to protect farmers' rights and interests.
2. Developing a precision production mode. A mature and reproducible application mode of the agricultural Internet of Things shall be promoted. The internet-based agricultural environment monitoring system oriented on environment sensing, real-time monitoring and automatic control shall be popularized in fields and regions without good foundations. In regions of mass production of agricultural commodities, a space-ground agricultural Internet of Things monitoring system shall be developed, and intelligent water-conservation irrigation, formula fertilization by soil testing, site-specific farming with agricultural machinery and precision operations shall be implemented. The application, popularization and interconnection of intelligent devices for precision feeding, automatic disease diagnosis, and automatic recycling of waste, among others, shall be promoted in standardized mass livestock and poultry raising bases and healthy aquaculture demonstration bases.
3. Improving internet service. The pilot program of information entering villages and rural households shall be advanced in depth, and it shall be encouraged to provide farmers with policy, market, science and technology, insurance and other production and living information service through the mobile Web. Internet enterprises shall be supported in cooperating with agricultural production and operation entities, comprehensively utilizing big data, cloud computing and other technology, establishing an agricultural information monitoring system, and providing service for early warning of disasters, monitoring of cultivated land quality, prevention and control of major flora and fauna epidemics, prediction of market fluctuations, and scientific decision making in operation, among others.
4. Improving the agricultural and sideline products quality safety traceability system. Existing internet resources shall be fully used to build an agricultural and sideline products quality safety traceability public service platforms, advance the development of systems and standards, and establish a mechanism to connect exit at places of origin and market access. New agricultural production and operation entities shall be supported in using internet technology for lean information management of the process of production and operation, the promotion of the popularization and application of the mobile Web, the Internet of Things, QR code, radio-frequency identification and other information technology in all parts of production, processing, circulation and sale shall be accelerated, the connection and information interconnection and sharing between upstream and downstream traceability systems shall be enhanced, and the coverage of the traceability system shall be constantly expanded, so as to realize the traceability of agricultural and sideline products in the whole process "from farmland to tables" and ensure food safety.
(4) "Internet plus" intelligent energy.
The energy system shall be promoted in becoming flat through the Internet, the revolution of the mode of energy production and consumption shall be advanced, the efficiency of energy use shall be raised, and energy conservation and emission reduction shall be prompted. The building of distributed energy networks shall be strengthened, the proportion of renewable energy shall be raised, and the optimization of the structure of energy utilization shall be promoted. The intelligent retrofits of power generation facilities, electrical facilities and power grids shall be accelerated, and the power system shall be made safer, more stable and more reliable. (The National Energy Administration, the National Development and Reform Commission and the Ministry of Industry and Information Technology shall be responsible)
1. Advancing intelligent energy production. A monitoring, management and dispatch information public service network of energy production operation shall be established, the intelligent information connection, production and consumption of enterprises upstream and downstream the energy industry chain shall be strengthened, the coordinated operation of power plants and power grids shall be supported, and coordinated non-fossil energy and fossil energy-fired power generation shall be promoted. Energy enterprises shall be encouraged to use big data technology to mine, analyze and predict the data of equipment status and electrical load, among others, conduct precision dispatch, malfunction analysis and predictive maintenance, and improve the efficiency of energy utilization and safe and sound operation.
2. Establishing a distributed energy network. An Internet of Energy featuring coordination and complementation of multiple types of energy, with solar and wind energy and other renewable energy as primary energy, shall be built. Breakthroughs shall be made in key technology such as distributed power generation, energy storage, intelligent micro-grids, and active distribution networks, an intelligent power operation monitoring and management technology platform shall be established, double-way communications and intelligent adjustment and control of power equipment and electrical terminals based on the Internet shall be enabled, the timely and efficient access of distributed power sources shall be realized, and an open and shared energy network shall be gradually built.
3. Exploring a new energy consumption mode. The pilot program of green power trading service areas shall be conducted, the development of a green energy network with intelligent power grids as distribution platforms and e-commerce as trading platforms, integrating energy storage facilities, the Internet of Things, intelligent electrical facilities and other hardware and carbon trading, internet finance and other derivative service shall be advanced, and point-to-point trading and instantaneous distribution of green power and subsidization and settlement shall be realized. The coordination and match between energy production and consumption shall be further strengthened, the application of substitute energy technology such as electric automobiles and shore power shall be advanced, supply-side power management shall be promoted, and the efficiency of energy utilization shall be raised. Based on distributed energy networks, intelligent energy use at the user end, energy sharing economy and free trading in energy shall be developed, and the development of an energy consumption ecosystem shall be promoted.
4. Developing telecommunications facilities and new business based on power grids. The power fiber to the home project shall be advanced, and the Internet of Energy information telecommunications system shall be improved. The internet infrastructures integrating in depth with power grids and telecommunications networks shall be arranged in an overall manner, and transmission through the same cables and joint construction and sharing shall be realized, so as to avert repeated construction. The development of new business depending on intelligent power grids including household energy efficiency management shall be encouraged.
(5) "Internet plus" inclusive finance.
The sound development of internet finance shall be promoted, the capability of service and inclusiveness of internet finance shall be comprehensively improved, the integration and innovation between the Internet and banks, securities, insurance and funds shall be encouraged, the general public shall be provided with plentiful, safe and convenient financial products and services, the need for investment and financing of real economy at different levels shall be met, and a group of innovation-oriented internet financial enterprises with industrial influence shall be fostered. (The People's Bank of China, the China Banking Regulatory Commission, the China Securities Regulatory Commission, the China Insurance Regulatory Commission, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Cyberspace Administration of China shall be responsible)
1. Exploring and advancing the building of an internet finance cloud service platform. It shall be explored that enterprises build an internet finance cloud service platform. On the basis of ensuring technology maturity and business safety, financial enterprises and cloud computing technology providers shall be supported in cooperating in offering public financial cloud service and supplying diversified, customized and precision financial products. Banks, securities and insurance enterprises shall be supported in soundly implementing transformation of system architecture, the exploration and use of cloud service platforms to conduct essential financial business shall be encouraged, and credit, certification, interface and other public service based on financial cloud service platforms shall be provided.
2. Encouraging financial institutions to use the Internet to expand the coverage of service. All financial institutions shall be encouraged to use cloud computing, the mobile Web, big data and other technological means to accelerate innovation on financial products and services, provide facilitated depositing and borrowing, payment settlement, credit agency platforms and other financial services in more regions, expand the scope of inclusive financial service, and provide effective support for the development of real economy. Financial institutions and internet enterprises shall be supported in conducting business including online lending, online securities, online insurance and sale of internet funds in accordance with the laws and regulations. The pilot program of specialized internet insurance companies shall be expanded, and the role of the insurance industry in preventing internet financial risks shall be fully used. The comprehensive application of financial integrated circuit cards shall be promoted, and the use ratio and convenience of electronic cash shall be raised. The role of the Mobile Payment Security Trusted Public Service Platform ("MTPS") shall be underscored, commercial banks shall be vigorously promoted in innovating on and applying mobile finance, and the large-scale application of mobile finance in e-commerce, public service and other fields shall be prompted. Banking financial institutions shall be supported in developing consumption credit business by internet technology, and financial leasing companies shall be supported in using internet technology to conduct financial leasing business.
3. Vigorously expanding the depth and width of innovation on internet financial service. Internet enterprises shall be encouraged to provide innovative financial products and services in accordance with the laws and regulations so as to better satisfy the demand of micro, small and medium-sized enterprises, innovation-oriented enterprises and individuals for investment and financing. Online lending and internet consumption credit business shall be developed in a regulated manner, and innovation on internet financial service shall be explored. Venture capital funds, private equity investment funds and industrial investment funds shall be vigorously guided in investing in internet financial enterprises. Big data shall be used to develop market-oriented personal credit investigation business, and the development of online credit investigation and credit rating system shall be accelerated. The protection of the rights and interests of internet financial consumers and investors shall be strengthened, and a diversified financial consumption dispute resolution mechanism shall be established. The regulation of internet finance shall be improved, and the security of financial service shall be enhanced, so as to effectively prevent internet financial risks and their spill-over effect.
(6) "Internet plus" people-benefiting service.
The advantages of the Internet in efficiency and convenience shall be fully underscored, the efficiency of resource utilization shall be raised, and the cost of service consumption shall be cut. Emerging consumption with the Internet as vehicle, featuring online and offline interaction, shall be vigorously developed, the development of the emerging service based on the Internet including medical care, health, elderly support, education, tourism, and social security shall be accelerated, the mode of government service shall be innovated on, and the capability of scientific decision making and the level of management of the government shall be improved or raised. (The National Development and Reform Commission, the Ministry of Education, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, the Ministry of Commerce, the National Health and Family Planning Commission, the General Administration of Quality Supervision, Inspection and Quarantine, the China Food and Drug Administration, the State Forestry Administration, the China National Tourism Administration, the Cyberspace Administration of China, and the State Bureau for Letters and Calls shall be responsible)
1. Innovating on internet-based management and service of the government. The in-depth integration between the Internet and the government public service system shall be accelerated, the opening of public data resources shall be promoted, the innovation on supply of public service and integration of service resources shall be prompted, and an integrated online public service system orienting to the general public shall be built. A new mode of internet-based social management service participated by the general public shall be vigorously explored, the Internet and the mobile Web application platforms, among others, shall be fully used, the advancement of the development and building of government new media shall be accelerated, the communication and exchange between the government and the general public shall be enhanced, the response speed of public management, public service and making of public policies of the government shall be raised, the capability of scientific decision making and the level of social governance of the government shall be improved or raised, and the transformation of governmental functions, simplification of administrative procedures, and delegation of powers shall be promoted. Online public complaints shall be advanced in depth, and the quality, efficiency and credibility of public complaint work shall be improved. The government and internet enterprises shall be encouraged to cooperate in establishing a credit information sharing platform, the pilot program of a group of internet application software of social governance shall be explored and conducted, the data barrier between government departments, enterprises and public institutions shall be removed, and big data analysis means shall be used to improve the capability of social governance of the governments at all levels. The publicity of the "Internet plus" action shall be strengthened, and public participation shall be improved.
2. Developing new business types of public convenience service. Experience economy shall be developed, physical retailers shall be supported in comprehensively using online stores, mobile payment, intelligent fitting and other new technology, and an experience-based shopping mode shall be formed. Community economy shall be developed, and a new mode of community service integrating online and offline resources in catering, entertainment, housekeeping and other fields shall be fostered. Sharing economy shall be developed, online taxi hailing shall be developed in a regulated manner, online house rental and other new business types shall be vigorously promoted, and the bottlenecks and restrictions including high access threshold, difficulties in regulating service, and absence of personal credit investigation shall be removed in priority. 3. Promoting a new mode of online medical care and health. Medical care and health service based on the Internet shall be developed, third-party institutions shall be supported in building medical imaging, health archives, testing reports, electronic medical history and other medical information sharing service platforms, and a cross-hospital medical data sharing and exchange standard system shall be gradually developed. The mobile Web shall be vigorously used to provide online appointment for diagnosis and treatment, reminding those waiting for diagnosis, pricing and payment, inquiry into diagnosis and treatment reports, drug delivery and other convenient services. Qualified medical inspection institutions and medical service institutions shall be encouraged to team up with internet enterprises to develop gene testing, disease prevention and other health service modes.
4. Promoting the development of intelligent health and elderly support industries. The innovation on and application of intelligent health products shall be supported, and new quantitative healthy lifestyle shall be comprehensively promoted. Health service institutions shall be encouraged to make use of cloud computing, big data and other technology to set up public information platforms and provide customized health management service featuring long-term tracking, prediction and early warning. Third-party online health market research, consultation and assessment, prevention management and other application services shall be developed, and the level of regulation and specialization of operation shall be raised. Depending on existing internet and social resources, with communities as foundations, elderly support information service network platforms shall be built to provide nursing and caring, health management, rehabilitation and care and other family-based elderly support service. Elderly support service institutions shall be encouraged to use portable checkup, emergency call monitoring and other devices based on the Internet to improve elderly support service.
5. Exploring new mode of providing educational service. Internet enterprises and social educational institutions shall be encouraged to develop digital educational resources based on market demand and provide networked educational service. Schools shall be encouraged to use digital educational resources and educational service platforms to gradually explore new modes of networked education, expand the coverage of quality educational resources, and promote educational fairness. Schools shall be encouraged to, by cooperating with internet enterprises and other means, connect online and offline educational resources and explore new modes to provide basic education, vocational education and other public educational services. 1. Developing a logistics information sharing and interconnection system. The advantages of the Internet in gathering information shall be used, various logistics information resources shall be aggregated, and backbone logistics enterprises and third-party institutions shall be encouraged to build a logistics information service platform orienting to society to integrate information on storage, shipment and delivery, monitor and issue early warnings of the whole process of logistics, raise the level of security, environmental protection and honesty of logistics, and make overall arrangements for and optimize allocation of social logistics resources. A logistics information network connecting provinces, covering counties and cities, taking rural areas into account shall be established, a connection mechanism of various data which can be open shall be developed, the improvement of the logistics information exchange open standard system shall be accelerated, and full sharing and interconnection of logistics information shall be promoted in a broader scope.
2. Building an intelligent storage system with in-depth sensing. QR code, radio-frequency identification and other sensor technology in the Internet of Things and big data technology shall be promoted and applied vigorously in storage units at all levels so as to realize real-time tracking of storage facilities and goods, networked management and high-degree sharing of stock information and raise the efficiency of goods dispatch. The application of intelligent logistics equipment shall be encouraged to raise the efficiency of storage, shipment, sorting, packaging and other operations, improve the capability to handle shipment of various complicated orders, ease the bottleneck restrictions causing stockpiling and stagnation of goods, and raise the level and efficiency of the operation and management of storage.
3. Improving the intelligent logistics delivery and allocation system. The advancement of networking of freight vehicles and connection of information of logistics parks, storage facilities and delivery outlets, among others, shall be accelerated, the efficient match of information on personnel, source of goods and source of vehicles, among others, shall be promoted, so as to effectively reduce the rate of empty trucks and raise the efficiency of delivery. The rural e-commerce delivery and comprehensive service networks shall be improved, standardization of agricultural and sideline products, standardization of logistics, building of cold chain storage and other key issues shall be solved in priority, and the service of customized agricultural products shall be developed. The pilot program of e-commerce of fresh agricultural products and agricultural means of production shall be conducted, and the development of e-commerce of agricultural commodities shall be promoted.
2. Vigorously developing industrial e-commerce. 3. Prompting application of and innovation on e-commerce. Enterprises shall be encouraged to make use of the big data resources of e-commerce platforms to enhance their capability of precision marketing and trigger market demand. An e-commerce product quality traceability mechanism shall be established, an e-commerce after-sales service quality testing cloud platforms shall be built, the internet quality information public service system shall be improved, and the difficulties of consumers in defending their rights, returning goods, and tracing product liability, among others, shall be solved. The development of an internet food and drug market monitoring and regulation system shall be strengthened, and the innovation on e-commerce sale of prescription drugs and regulation mode shall be vigorously explored. Enterprises shall be encouraged to use mobile social media, new media and other channels to develop social media e-commerce, "follower" economy and other new modes of online marketing.
4. Strengthening international cooperation in e-commerce. The development of various cross-border e-commerce service providers shall be encouraged, the cross-border logistics system shall be improved, and global economic and trade cooperation shall be expanded. The establishment of a single window comprehensive service system in key parts of cross-border e-commerce including customs clearance, inspection and quarantine, and foreign exchange settlement shall be advanced. The cross-border rights and interests defense mechanism shall be innovated on, and conformity assessment means shall be used to advance international mutual recognition. The management of cross-border e-commerce shall be innovated on, and unimpeded information networks, convenient cross-border logistics, barrier-free payment and exchange settlement, regulated and facilitated taxation, and mutual recognition and connection of market and trade rules shall be promoted.
(9) "Internet plus" convenient transport.
The in-depth integration of the Internet and the transport field shall be accelerated, by making infrastructures, conveyances and operation information, among others, internet-oriented, the development of convenient transport services based on internet platforms shall be advanced, the utilization efficiency and lean management of transport resources shall be conspicuously improved, and the service quality and capability of scientific governance of the transport industry shall be comprehensively enhanced. 1. Improving the quality of transport service. Competent transport departments and enterprises shall be promoted in opening service data resources, internet platforms shall be encouraged to provide the general public with services such as search for traffic status, travel route plans, online ticketing, and intelligent parking, and connection of various travel mode information service and one-stop service based on the Internet shall be advanced. The improvement of the automobile health archives, maintenance diagnosis and service quality information service platforms shall be accelerated.
2. Advancing online integration of transport resources. The Internet of Things, mobile Web and other technology shall be used to further strengthen the collection of information on the operation status and traffic of highway, railway, civil aviation, ports and other key facilities of transport networks. The interconnection of trans-regional, cross-type transport information shall be prompted, the application of intelligent technology such as the Internet of Ships and the Internet of Vehicles shall be promoted, a more complete transport sensor system shall be formed, and more infrastructures, conveyances, operation information and other factor resources shall be made going online, so as to comprehensively support intelligent early warning of malfunctions, operation and maintenance and dispatch.

The in-depth integration of the Internet and the building of ecological civilization shall be promoted, the pollutant monitoring and information issuance system shall be improved, a resource environment tolerance capacity dynamic monitoring network covering major ecological factors shall be formed, and interconnection, openness and sharing of eco-environment data shall be realized. The role of the Internet as a platform in the reverse logistics recycle system shall be fully used, convenient, interactive and transparent trading in and use of renewable resources shall be promoted, and the style of work and life shall be made greener. 1. Strengthening the dynamic monitoring of resource environment. In light of energy, mineral resources, water, atmosphere, forest, grassland, wetland, ocean and other various ecological factors, by fully using the multi-dimensional geographical information system, smart maps and other technology, based on the analysis of the big data of the Internet, the layout of monitoring stations shall be optimized, the scope of dynamic monitoring shall be expanded, and a three-dimensional monitoring system of the resource environment tolerance capacity shall be established. Depending on existing internet and cloud computing platforms, the interconnection and sharing of the information of dynamic monitoring of the resource environment of the governments at all levels shall be gradually realized. The online monitoring and analysis of big data of energy consumption of key energy consumers shall be strengthened.
2. Vigorously developing intelligent environmental protection. Intelligent monitoring devices and the mobile Web shall be used to improve the pollutant emission online monitoring system, increase the types of pollutants to be monitored, expand the scope of monitoring, and form an all-weather, multi-layer intelligent multi-source sensor system. Artificial intelligence public innovation service shall be provided depending on internet platforms, breakthroughs in essential technology of artificial intelligence shall be accelerated, the promotion and application of artificial intelligence in intelligent home, intelligent terminals, intelligent cars, robots and other fields shall be prompted, several backbone enterprises and innovation teams leading the development of global artificial intelligence shall be fostered, and an industrial ecology featuring active innovation, openness and cooperation, and coordinated development shall be formed. 1. Fostering and developing the emerging artificial intelligence industry. New computing clusters supporting super-large scale deep learning shall be established, large-quantity training resource libraries including audio, image, video, map and other data shall be set up, and the building of artificial intelligence basic resources, public service and other innovative platforms shall be strengthened. The research, development and industrialization of computer vision, intelligent speech processing, biometrics authentication, natural language understanding, intelligent decision-making control, new man-machine interaction and other key technology shall be further advanced, and the large-scale commercial application of artificial intelligence in intelligent products, industrial manufacturing and other fields shall be prompted, in order to lay a solid foundation for the intelligent upgrading of industries.
2. Advancing innovation on intelligent products in key fields. Traditional home furnishing enterprises and internet enterprises shall be encouraged to make integrated innovation, constantly raise or improve the intelligence level and service capability of home furnishing products, and create a new space for consumption markets. Automobile enterprises and internet enterprises shall be promoted in establishing interdisciplinary and overlapped innovation platforms and accelerating the research, development and application of intelligent aided driving, sensing of complex environment, vehicle-mounted intelligent devices and other technological products. Security enterprises and internet enterprises shall be supported in cooperating with each other, developing and promoting precision image recognition and other big data analysis technology, and improving intelligent service of security products.
3. Raising the intelligent level of terminal products. The size of the market of high-end smart mobile terminal products and service shall be made larger in priority, and the capability of research, development and industrialization of essential technology of smart mobile terminals shall be improved. Enterprises shall be encouraged to vigorously analyze the differentiated and segmented market demand, vigorously enrich the application service of wearable devices, and improve user experience. Educational institutions, social organizations, enterprises or individuals shall be guided in launching open source projects and vigorously taking parting in international open source projects, and the establishment of open source communities and open source foundations shall supported. Enterprises shall be encouraged to build a new ecology depending on the internet open source mode, and the connection and cooperation between internet open source communities and institutions of standards and specifications and intellectual property rights, among others, shall be prompted. Online disclosure and sharing of information resources including credit records, early warning of risks, and illegal and dishonest acts shall be strengthened, and business operators shall be provided with information inquiry, online certification of enterprise identities, and other services. The credit data accumulated in the Internet shall be fully used to supplement and improve the exiting credit investigation system and rating system and provide powerful support for economic adjustment, market regulation, social management and public services. 3. Prompting openness of data resources. A national big data strategy shall be researched and issued to conspicuously improve the capability of the state to control big data. A unified national platform to open government information and basic data resource library shall be established, the pilot program of the reform of openness and use of public data shall be conducted, and the rules on the management of openness of the data of government departments shall be issued. Grades and categories shall be arranged according to importance and sensitiveness, the openness and sharing of government and public information resources shall be advanced, and the general public and micro and small-sized enterprises shall be supported in fully mining the commercial value of information resources, so as to promote the application of the innovation on the Internet, (The National Development and Reform Commission, the Ministry of Industry and Information Technology, the General Office of the State Council, and the Cyberspace Administration of China shall be responsible)
4. Strengthening the development of laws and regulations. Based on the new characteristics of the Internet and integrated development of various industries, legislation in relation to the "Internet plus" shall be accelerated, and regulations and policies in force not suited to the development and management of the "Internet plus" shall be researched, adjusted and improved. The provisions regarding protection of network information and public disclosure of information shall be implemented, and the promotion of the development of laws and regulations as to cybersecurity, e-commerce, protection of personal information, and management of internet information services, among others, shall be accelerated. The rules supporting the Anti-Monopoly Law shall be improved, the Anti-Monopoly Law shall be further, better enforced, the acts of monopoly of enterprises shall be strictly investigated and dealt with, and a fair competition environment in the Internet shall be created. (4) Expanding overseas cooperation.
1. Encouraging enterprises to head overseas together. Based on the "Belt and Road" and other major national strategies, competitive-edge internet enterprises shall be supported and encouraged to team up with enterprises in manufacturing, finance, information telecommunications and other fields to head overseas first, through overseas takeover, joint operation, establishment of branches and other means, depend on each other, jointly develop the international market, advance international cooperation in production capacity, build a cross-border industry chain system, and enhance global competitiveness. (The National Development and Reform Commission, the Ministry of Foreign Affairs, the Ministry of Industry and Information Technology, the Ministry of Commerce and the Cyberspace Administration of China shall be responsible)
2. Developing applications for the global market. "Internet plus" enterprises shall be encouraged to integrate resources from home and abroad, industrial cloud, management of supply chain, analysis of big data and other internet services shall be provided orienting to the whole world, and an "Internet plus" application platform with global influence shall be fostered. Internet enterprises shall be encouraged to vigorously expand overseas users, and products and services suitable for different markets and cultures shall be launched. (The Ministry of Commerce, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Cyberspace Administration of China shall be responsible)
3. Enhancing the capability of service for heading overseas. The role of the government, industrial leagues, industrial associations and relevant intermediary agencies shall be fully used so as to join forces supporting "Internet plus" enterprises in heading overseas. Intermediary agencies shall be encouraged to provide enterprises that expand overseas markets with information consultation, legal aid, tax agency and other services. Industrial associations and industrial leagues shall be supported in promoting China's technology and standards together with enterprises in order to drive the promotion and application of products and services overseas by exporting technology and standards. (The Ministry of Commerce, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the State Administration of Taxation, the General Administration of Quality Supervision, Inspection and Quarantine, and the Cyberspace Administration of China shall be responsible)
(5) Strengthening talent building.
1. Enhancing application capability training. The local governments at all levels shall be encouraged to provide society with internet knowledge and skills training by procurement of services, and relevant research institutions and experts shall be supported in offering "Internet plus" basic knowledge and application training. Traditional enterprises and internet enterprises shall be encouraged to establish information consultation, talent exchange and other cooperation mechanisms in order to promote them in deepening exchange and cooperation. The internet skill training for talents in the manufacturing, agriculture and other fields, especially senior executives of enterprises, shall be strengthened, and the two-way flow of internet talents and talents in traditional industries shall be encouraged. 2. Accelerating the cultivation of inter-disciplinary talents. Orienting to the need of "Internet plus" integrated development, institutions of higher learning shall be encouraged to establish relevant departments according to development need and their capability of education and pay attention to introducing cutting-edge research achievements from home and abroad in relevant courses. Various schools shall be encouraged to hire senior talents in the internet field to act as part-time teachers in order to enhance the trial teaching in the "Internet plus" field. (The Ministry of Education, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, and the Cyberspace Administration of China shall be responsible)
3. Encouraging joint cultivation training. The specialized comprehensive reform project of cooperation between enterprises and universities shall be implemented, schools and enterprises and institutes and enterprises shall be encouraged to cooperate in education, and the training of technicians specialized in the "Internet plus" shall be advanced. The integration of enterprises and education in the internet field shall be deepened, and depending on the talent resources and research platforms of institutions of higher learning, scientific research institutions, enterprises, a group of united practical training bases shall be established. A mechanism connecting the technology centers of enterprises and schools and institutes shall be established, and enterprises shall be encouraged to build "Internet plus" research and development bodies and experiment centers at schools and institutes. 4. Making use of global talent resources. A group of high-end talents in the "Internet plus" field shall be introduced and fostered by fully using existing talent introduction plans, encouraging enterprises to establish overseas research and development center and other diverse means. The migration, visa and other systems shall be improved, distribution, incentive and guarantee mechanisms helpful to attract talents shall be formed, and favorable conditions shall be created to introduce overseas talents. It shall be supported to fully use global talent resources of the Internet by outsourcing mission, industrial cooperation, academic exchange and other means. Leading talents, special talents and sought-after talents in the internet field shall be attracted to China to create new business, innovate and conduct activities such as teaching and scientific research. (6) Strengthening guidance and support.
1. Implementing major projects. Major fields shall be selected, more investment within the central budget shall be made, the entry of more private capital shall be guided, major "Internet plus" projects shall be organized and implemented by steps, the integration of and innovation on the new-generation information technology and manufacturing, energy, service, agriculture and other fields, represented by the mobile Web, cloud computing, big data and the Internet of Things shall be promoted in priority, emerging business types shall be developed and grown, and new industrial growth areas shall be built. (The National Development and Reform Commission shall take the lead)
2. Strengthening fiscal and tax support. The role of national science and technology plans shall be fully used, and investment shall be vigorously made in research, development and application demonstration of qualified key technology in "Internet plus" integration and innovation. Existing special fiscal grants shall be used in an overall manner to support the building and application demonstration, among others, of platforms relating to "Internet plus." Government departments shall procure more cloud computing services, and a new government information technology development and operation mechanism based on cloud computing shall be explored. The local governments shall be encouraged to innovate on risk compensation mechanisms and explore a new mode of the development of the "Internet plus." (The Ministry of Finance, the State Administration of Taxation, the National Development and Reform Commission, the Ministry of Science and Technology and the Cyberspace Administration of China shall be responsible)
3. Improving financing services. The role of angel investment and venture capital funds in guiding and investing in the "Internet plus" shall be vigorously underscored. The pilot program of equity-based investment crowdfunding and other innovation on internet finance shall be conducted, and the development of micro and small-sized enterprises shall be supported. Relevant funds invested in and founded by the state shall be supported in making investment in the "Internet plus," and private capital shall be supported in investing more in relevant innovation-oriented enterprises. Intellectual property right pledge financing, credit insurance policy for credit enhancement in financing and other services shall be vigorously developed, it shall be encouraged to support the development of the "Internet plus" by bond financing, and qualified "Internet plus" enterprises shall be supported in issuing corporate bonds. The pilot program of integration of and innovation on industries and financing shall be conducted, and financing services combining equities and claims shall be explored. The threshold for innovation-oriented and growing internet enterprises to go public shall be lowered, and based on the revision of the Securities Law and the reform of the stock issue and registration system, internet enterprises at particular phase of growth, with promising development prospect but without profits, shall be supported in being listed on the secondary board market. Banking financial institutions shall be promoted in innovating on credit products and financial services and enhancing lending. Development financial institutions shall be encouraged to provide effective financing support for the building of key "Internet plus" projects. (7) Effectively organizing implementation.
(1) Strengthening organization and leadership. An inter-ministerial joint meeting system for the implementation of the "Internet plus" action shall be established to coordinate in an overall manner major issues and practically promote the implementation of the action. The joint meeting shall establish an office to be responsible for the organization and advancement of specific work. A cross-field, cross-industry "Internet plus" action expert consultant committee shall be set up to provide important support for government decision making. 2. Conducting pilot programs and demonstrations. Pilot programs and demonstrations of the "Internet plus" shall be encouraged, and the regional and chain-based development of the "Internet plus" shall be advanced. Pilot comprehensive innovation and reform zones, national independent innovation demonstration zones including that in Zhongguancun, and national modern agriculture demonstration areas shall be supported in conducting pilot programs, the pilot program of "Internet plus" innovation policy shall be vigorously carried out, policy barriers in the aspects of access of emerging industries, data opening, and market regulation, among others, shall be removed, tax and insurance policies adapting to the characteristics of emerging business types shall be researched, and an "Internet plus" ecosystem shall be built. 3. Advancing the implementation in an orderly manner. All regions and all departments shall take active actions, improve service, strengthen guidance, treat the "Internet plus" from the perspective of dynamic development, make bold exploration and expansion in practice, learn the successful experience in "Internet plus" integration and application from each other, and promote the development of new business types and new economy of the "Internet plus." The relevant departments shall strengthen overall planning and improve their capability of service and management. All regions shall, based on the actual circumstances, research and develop plans for the implementation of the "Internet plus" action fit for local regions, adopt measures suitable for local conditions, make reasonable orientation, scientifically organize implementation, prevent blind construction and repeated investment, and advance the "Internet plus" action in a practical and orderly manner.
