Notice of the General Office of the Ministry of Civil Affairs on Issuing the Certificate of Conformity of Intercountry Adoption for Foreigners When Handling Foreign-related Adoption Registration Affairs
(Letter No.3 [2008] of the Ministry of Civil Affairs)
The departments (bureaus) of civil affairs of all provinces, autonomous regions and municipalities directly under the Central Government, and China Center of Adoption Affairs:
To observe the Hague Convention on the Protection of Children and Co-operation in Respect of Intercountry Adoption and smooth the course for each adopted child of China to obtain the nationality of the country he/she is adopted to, since March 1st, 2008, for adoption applicants from Australia, New Zealand, Belgium, Holland, Canada, Norway, Denmark, Finland, Spain, France, Sweden, Iceland and Britain, the departments of civil affairs under the people's governments at the provincial level shall, when handling the adoption registration formalities and issuing adoption registration certificates, issue a Certificate of Conformity of Intercountry Adoption to each of them as an appendix to the adoption registration certificate. The Certificate shall be affixed with the official seal of the adoption registration organ.
The Certificate of Conformity of Intercountry Adoption shall be in uniform format and printed by computer, and the printing software shall be provided by China Center of Adoption Affairs.
