Regulation on the Work of Servicemen Committees of the Chinese People's Liberation Army
(August 19, 2008)
Chapter I General Provisions
Article 1 This Regulation is formulated in accordance with the Regulation on the Political Work of the Chinese People's Liberation Army for the purpose of regulating and strengthening the work of servicemen committees of the military grassroots entities (hereinafter referred to as the “servicemen committees”).
Article 2 A servicemen committee is an organization through which companies and grassroots entities at the equivalent level exercise political democracy, economic democracy and military democracy, guarantee the servicemen's exercise of their democratic rights and carry out mass activities, and an assistant for the Party branches (grassroots Party committees) to strengthen self-construction, and to unite and lead officers and soldiers to accomplish various tasks.
Article 3 A servicemen committee shall carry out work under the leadership of the Party branch (grassroots Party committee) and the guidance of the heads of the entity.
Article 4 A servicemen committee shall adopt collective leadership, and carry out important activities upon decision through collective deliberation, and submit the important issues to the servicemen assembly for deliberation when necessary.
Article 5 A servicemen committee must take the Deng Xiaoping Theory and the important thought of “Three Represents” as the guide for its work, thoroughly implement the Scientific Outlook on Development, closely center on the full performance of the historic mission of the PLA in the new century and at the new stage, vigorously carry forward the fine traditions of obeying the Party's command, serving the people and being brave and skillful in battle, and mobilize and organize officers and soldiers to make contributions to the construction of a more revolutionary, modernized and normalized army.
Article 6 The basic tasks of a servicemen committee are to: by centering on the central tasks of the entity, organize officers and soldiers to carry out political democracy, economic democracy and military democracy and other mass activities, play the role of an advisor in grassroots construction and completion of tasks, play the supervisory role in the maintenance of policies and disciplines and protection of legitimate rights and interests of officers and soldiers, and play the role of a bridge in connecting the relationship between officers and soldiers and between the army and civilians.
Article 7 The work of a servicemen committee must observe the following principles: upholding the Party's leadership, adhering to carrying out work around the central task, adhering to carrying out democratic activities in an organized and orderly manner, adhering to respecting the dominant position of officers and servicemen and exerting the main role of officers and soldiers, adhering to the protection of the collective interests of the entity and the legitimate rights and interest of officers and soldiers, and adhering to the combination of inheritance of fine traditions and reform and innovation.
Article 8 A servicemen committee shall have the right to make suggestions on the training for preparedness against war, educational management, logistical support, management of weapons and military supplies and other work of the entity; the recommendation right to raise candidates for the matters concerning the vital interests of officers and soldiers such as selection and promotion of non-commissioned officers, college enrollment of outstanding soldiers through examination or recommendation, selection and training of technical soldiers, commendation and rewards; the right to supervise the performance of duties and observance of disciplines and laws by officers and soldiers; and the right to protect the collective interests of the entity and the legitimate rights and interests of officers and soldiers.
Article 9 A servicemen committee must adapt to the requirements of accelerating the revolution in military affairs with Chinese characteristics, and making good preparations for military battle, focus on mobilizing the enthusiasm, imitativeness and creativity of officers and soldiers and enhancing the creativity, cohesion and fighting capacity of the army, strengthen self-construction by putting emphasis on improving the ability to organize and carry out democratic activities, and make efforts to achieve sound organization, implementation of rules, frequent activities and significant effect.
Chapter II Organizational Settings and Duties
Article 10 Companies, warships and flight groups and grassroots entities at the equivalent levels such as teams, stations, offices, houses and depots shall establish servicemen committees.
The establishment of a servicemen committee must be subject to the approval of the political organ of an entity at the brigade or regiment level.
Article 11 Where the number of staff of an entity is 40 or more, the servicemen committee shall generally consist of seven people, and consist of five people if the number is less than 40. Each platoon (element) shall have one committee member.
Article 12 The members of a servicemen committee shall be recommended by the squads and platoons (elements) and, after being examined by the Party branch (grassroots Party committee), be elected by secret ballot and competitive election through a servicemen assembly, and be reported to the Party branch (grassroots Party committee) for approval.
The number of the candidates for members of a servicemen committee shall be more than 20% the number of members to be elected at least. The number of the servicemen present at the servicemen assembly must be more than 4/5 the number of servicemen due, and a candidate can be elected only if he or she has obtained affirmative votes of more than half of the number of the servicemen who are present at the meeting.
The term of a servicemen committee is one year. Where there are any vacancies of members, they shall be filled through by-election in a timely manner.
Article 13 A servicemen committee shall elect one director and one deputy director, and report them to the political organ of the entity at the brigade or regiment level for approval. The post of director shall generally be held by a deputy head of the entity, or by a member of the Party branch (grassroots Party committee) if there is no deputy head. The post of deputy director shall be held by a commissioned officer or a non-commissioned officer who has good military and political qualities and a high prestige among the officers and soldiers. The members shall mainly be held by the soldiers or military students who have strong work capability and enthusiastically serve the mass officers and soldiers.
Article 14 A servicemen committee shall consist of a political democracy team, an economic democracy team, and a military democracy team, and may also consist of a recreational and sports team and a mass work team when necessary. The head of a team shall be concurrently held by a member or deputy director of the servicemen committee. A team shall generally consist of three members, and the posts of members shall be held by the servicemen suitable for working in such team. For an entity of less than 40 servicemen, the teams may be properly combined, and the members of the teams may be reduced correspondingly.
Article 15 A servicemen committee shall perform the following main duties:
(1) assisting the Party branch (grassroots Party committee) and the heads of the entity in organizing and carrying out the education of democratic traditions of the PLA;
(2) mobilizing officers and soldiers to contribute ideas so as to put forward suggestions on strengthening and improving the construction and work of the entity;
(3) organizing officers and soldiers to make democratic recommendation and carry out democratic appraisal to elect delegates to the servicemen congress;
(4) learning about and reflecting the opinions of officers and soldiers about leaders, assisting in the settlement of conflicts between officers and soldiers, and protecting the legitimate rights and interests of officers and soldiers;
(5) supervising the observance of disciplines and laws by officers and soldiers, publicizing good personalities and good deeds and criticizing bad tendencies;
(6) inspecting and announcing the income and expenditure of funds of the entity and the custody and utilization of public goods and materials;
(7) learning about and reflecting the opinions of officers and soldiers about food and other material and cultural life, reviewing the recipes and putting forward suggestions for improvement;
(8) mobilizing officers and soldiers to contribute ideas for the completion of various tasks centering on military training, and carrying out mass competitions in military skills;
(9) mobilizing officers and soldiers to carry out military democracy, research tactical technology, make good psychological protection and carry out warfare appraisal activities during wartime;
(10) organizing and carrying out mass recreational and sports activities, and keeping good custody of clubs, activity rooms and recreational and sports equipment; and
(11) assisting the Party branch (grassroots Party committee) and the heads of the entity in carrying out activities of supporting the government and cherishing the people and co-construction by the army and civilians, inspecting and maintaining the mass discipline and conducting well the matters related to the visiting family members of servicemen.
The teams of political democracy, economic democracy, military democracy, recreational and sports, and mass work shall, in accordance with the division of tasks, undertake various tasks of the servicemen committee.
Article 16 The command organs, political organs, logistics (combined logistics) organs, and equipment organs, which have a considerably large number of soldiers, and the temporary entities that independently perform tasks, may establish servicemen committees according to their needs. The measures for the formation and establishment of servicemen committees and their duties shall be governed by reference to the provisions of this Chapter.
Chapter III Directors and Members
Article 17 The director of a servicemen committee shall be the person in charge of the daily work of the committee, be responsible for the comprehensive work of the committee under the leadership of the Party branch (grassroots Party committee) and the heads of the entity, and perform the following main duties:
(1) holding and presiding over the meetings of the servicemen committee and relevant servicemen assembly;
(2) organizing the implementation of the relevant resolutions of the Party branch (grassroots Party committee) and the instructions of the heads of the entity;
(3) organizing various democratic activities;
(4) learning about and reflecting the opinions and suggestions of officers and soldiers, conveying the appeals and complaints of officers and soldiers and protecting the legitimate rights and interests of officers and soldiers;
(5) leading the self-construction of the committee, keeping in close contact with all committee members and members of the teams to exchange information and research work, and directing and urging them to perform their duties;
(6) reporting work to the servicemen assembly on behalf of the servicemen committee;
(7) strengthening contact and cooperation with the Communist Youth League branch; and
(8) asking for instructions from the Party branch (grassroots Party committee) and the heads of the entity.
The deputy director shall assist the director in his or her work and perform duties on behalf of the director when the post becomes vacant.
Article 18 The members of a servicemen committee shall perform the following main duties:
(1) participating in and protecting collective leadership, participating in various activities of the servicemen committee, actively putting forward opinions on the matters deliberated and decided by the servicemen committee;
(2) completing the tasks assigned by the servicemen committee, and accepting inspection and supervision;
(3) reporting work to the servicemen committee, reflecting information and putting forward comments and suggestions;
(4) supporting the work of director, deputy director and other members, and promoting and maintaining the unity of the servicemen committee; and
(5) complying with the working rules of the servicemen committee, and supervising the work of the director, deputy director and other members.
The member serving as the head of a team of the servicemen committee shall also organize the said team to complete various tasks.
Article 19 The directors and members of a servicemen committee shall possess the following qualities and abilities required for performing their duties:
(1) having firm political beliefs, consciously arming their minds with the latest achievements in localization of Marxism in China, exemplarily implementing the Party's routes, guidelines and policies and the orders and instructions of the superiors;
(2) having a strict disciplinary concept, taking the lead in abiding by the constitution and laws of the state and the rules and regulations of the army, obeying orders and command, and strictly carrying out work within the scope of their duties;
(3) having good democratic qualities, being familiar with the democratic traditions of the PLA, and grasping the basic contents and methods of and requirements for carrying out political democracy, economic democracy and military democracy;
(4) having strong organization and coordination abilities, having the ability to organize mass activities, to coordinate the handling of conflicts in work, to do ideological work, and to carry out work by relying on organizations and the masses; and
(5) having excellent ideological style, having enthusiasm for the work of the servicemen committee, being willing to serve officers and soldiers, upholding the principle, being fair and upright, keeping in contact with the masses and uniting comrades.
Chapter IV Democratic Activities
Article 20 For the following matters involving the construction and work of an entity, the servicemen committee shall, under the requirements of the Party branch (grassroots Party committee), organize officers and soldiers to conduct democratic deliberations:
(1) annual work plan for the implementation of the Outline for the Grassroots Construction of Army;
(2) measures for the completion of training tasks of preparedness against war;
(3) plans for carrying out activities of education, rectification, training, competitions and so on;
(4) specific plans for the completion of relevant tasks of military actions; and
(5) other matters that need to be subject to democratic deliberations.
When organizing democratic deliberations, a servicemen committee shall, under the requirements of the Party branch (grassroots Party committee), publish the topics for deliberation in advance, convene meetings of the servicemen committee for collective deliberation after soliciting the comments and suggestions from officers and soldiers in an appropriate manner, and report the outcome of deliberations to the Party branch (grassroots Party committee) without delay.
The Party branch (grassroots Party committee) shall fully absorb the comments and suggestions of the officers and soldiers, revise and improve the relevant plans, measures and programs, and announce them and give feedback on them in a timely manner.
Article 21 For the following matters concerning the vital interests of officers and soldiers, if the Party branch (grassroots Party committee) decides to let the servicemen committee recommend candidates, the servicemen committee shall organize officers and soldiers to make democratic recommendation:
(1) selection and promotion of non-commissioned officers;
(2) college enrollment of outstanding soldiers through examination or recommendation;
(3) dispatchment of backbones;
(4) technical training;
(5) commendation and rewards;
(6) assignment of graduates;
(7) relief for personnel with difficulties; and
(8) other matters that need to be subject to democratic recommendation.
When organizing democratic recommendation regarding the matters as listed in the preceding paragraph, the servicemen committee shall, under the requirements of the Party branch (grassroots Party committee), announce, in advance, the number of candidates to be recommended to the Party branch (grassroots Party committee), the standards, conditions and other information that needs to be disclosed. The candidates to be recommended shall generally be nominated by the squad or platoon (element), and then be elected by secret ballot and competitive election through a servicemen assembly. If the number of the persons to be elected is 10 or more, the number of candidates to be recommended shall be more than the number of the persons to be elected by 30%. If the number of the persons to be elected is less than 10, the number of the candidates to be recommended shall be more than the number of the persons to be elected by 40%. If the number of the persons to be elected is one, there shall be two candidates to be recommended.
The Party branch (grassroots Party committee) shall determine upon study the candidates for the relevant matter among the recommended candidates elected by the servicemen assembly. If it is necessary to determine a candidate beyond the recommended candidates elected by the servicemen committee due to any special circumstances, it must report to the organization at the next higher level that has the examination and approval authority for the relevant matter for approval, and explain to the servicemen assembly.
Article 22 For the following personnel, a servicemen committee shall, in accordance with the decision and requirements of the Party branch (grassroots Party committee), organize officers and soldiers to conduct democratic appraisal:
(1) the heads of the entity;
(2) the director and deputy director of the servicemen committee; and
(3) other personnel that need to be subject to democratic appraisal as considered by the Party branch (grassroots Party committee).
A servicemen committee shall, under the requirements of the Party branch (grassroots Party committee), organize democratic appraisal through the methods of mobilization and education, reporting of work by the appraisal objects, democratic evaluation and so on. The appraisal results shall be announced in a proper form and within an appropriate scope.
The Party committee at the higher level, political organs and the Party branch (grassroots Party committee) shall take the appraisal results as an important basis for the use of and rewards and punishments on the appraisal objects. The appraisal objects obtaining dissatisfaction votes of more than 1/3 shall be subject to criticism and education, and the appraisal objects obtaining dissatisfaction votes of more than half shall be dealt with in accordance with the relevant provisions by the Party organization.
Article 23 For the following matters, a servicemen committee shall, in accordance with the relevant rules and regulations and the requirements of the Party branch (grassroots Party committee), organize officers and soldiers to conduct democratic supervision:
(1) the performance of duties, integrity and self-discipline of officers;
(2) civilized leading of troops by officers and backbones;
(3) the observance of disciplines and laws by officers and soldiers;
(4) the handling of issues involving the vital interests of officers and soldiers;
(5) the income and expenditure of funds;
(6) the management of food;
(7) the custody and use of public goods and materials; and
(8) other matters that need to be subject to democratic supervision.
The servicemen committee shall, on the basis of knowing the opinions and suggestions of officers and soldiers, review the recipes once each week, check the fund income and expenditure once each month, check the custody and use of public goods and materials once each quarter and organize officers and soldiers to listen to the report of the heads of the entity on the maintenance of discipline and implementation of rewards and punishments once every six months.
The servicemen committee shall report the relevant information on democratic supervision to the Party branch (grassroots Party committee) and the heads of the entity in a timely manner, and announce such information in a proper manner and within an appropriate scope.
The Party branch (grassroots Party committee) and the heads of the entity shall earnestly study and handle the problems reflected by officers and soldiers and their opinions and suggestions. The problems that the entity is able to solve shall be promptly solved within one month at the latest, and the problems that the entity is unable to solve shall be referred to the superior without delay for solution.
Article 24 The delegates attending the servicemen congress of an entity at the brigade or regiment level shall be elected by secret ballot and competitive election through a servicemen assembly held by the servicemen committee.
The nomination of the candidates for the delegates shall be proposed and discussed by the squads and platoons (elements), and the servicemen committee shall, on the basis of the opinions of the majority of the officers and soldiers, determine the list of the official candidates for the delegates, introduce the information on the candidates, and announce them at least five days before the election. The number of the candidates for delegates shall be 1/3 or one time more than the number of the delegates to be elected.
During the election of the servicemen assembly, the election shall be valid if the number of servicemen participating in the voting is more than half of all the officers and soldiers of the entity. A candidate for delegates can be elected as a delegate only if he or she has obtained votes of more than half of the number of the officers and soldiers participating in the voting.
When the number of candidates for delegates who have obtained more than half of the votes exceeds the number of the delegates to be elected, the candidates who have obtained more votes shall be elected as delegates. Where the numbers of votes for some candidates are equal so that it is impossible to determine the winning candidates, another ballot shall be conducted for such candidates, and those who have obtained more votes shall be elected as delegates.
Where the number of the elected delegates who have obtained more than half of the votes is less than the number of delegates to be elected, another election shall be held to fill the vacancy. When another election is held, the list of the candidates shall be determined in the sequence of the number of votes obtained in the first ballot and at the margin as prescribed in paragraph 2 of this Article. The candidates for delegates with more votes shall be elected as delegates, but the number of votes obtained shall not be less than 1/3 of the number of the servicemen who are present at the meeting.
Article 25 The servicemen assembly is a main form to carry out democratic activities and realize the democratic rights of officers and soldiers.
A servicemen committee shall organize a servicemen assembly at least once each quarter. The servicemen assembly can be held only if the number of the servicemen present at the assembly is more than half of the number of servicemen due, in particular, in the case of deliberation of recommendation affairs, the number of the servicemen present at the assembly must be more than 4/5 of the servicemen due. However, if it is difficult to convene the servicemen assembly in accordance with the required number of servicemen because of scattered places of stationing, the squads and platoons (elements) may organize discussions, put forward opinions and report them to the servicemen committee for summary.
The servicemen committee shall be responsible for keeping records of the servicemen assembly. The records shall be authentic, accurate, detailed and complete without any omission, supplement or falsification. The minutes of the deliberation about election and recommendation matters must be affixed with the signatures of three or more representatives of soldiers and the director of the servicemen committee.
Article 26 The grassroots entities shall set up information disclosure boards, publish the relevant information once each month as a general rule, and release the major issues or important information in a timely manner.
Article 27 When participating in democratic activities, officers and soldiers shall handle issues in strict accordance with the relevant provisions, correctly exercise their democratic rights, be brave to uphold the principle, have the courage to conduct criticism and supervision, respect each other, participate and discuss on an equal basis, resolutely implement the resolutions of the Party branch (grassroots Party committee), obey orders and command, and do not engage in liberalism and extreme democratization.
Chapter V Working Rules
Article 28 Learning rules. A servicemen committee shall conduct concentrated learning once each quarter, which shall be organized by the director or deputy director thereof, and committee members and team members shall participate. The learning shall focus on the democratic traditions of the PLA and the relevant laws and regulations, instructions of the superiors and so on.
Article 29 Rules on meetings. The meetings of a servicemen committee shall be convened at least once each month, the heads of the entity may attend the meeting as nonvoting delegates, and the meetings shall focus on the research, development and implementation of working plans, arrangements of work at different stages, and deployment of democratic activities. The meetings of each team of the servicemen committee shall be convened when necessary. Records shall be made for the meetings of the servicemen committee.
Article 30 Rules on reporting of work. A servicemen committee shall report work to the servicemen assembly once every six months as a general rule, focusing on the performance of duties and self-construction, and listen to the criticisms and suggestions of officers and soldiers.
Article 31 Rules on asking for instructions. A servicemen committee shall report work to the Party branch (grassroots Party committee) once each month, and shall report and ask for instructions at any time when encountering important issues and circumstances. All teams shall report work to and ask for instructions from the servicemen committee in a timely manner.
A servicemen committee shall report the activities which it organizes all servicemen to attend to the chief head of the entity for approval.
Chapter VI Wartime Work
Article 32 The servicemen committee of a battling entity shall, in accordance with the decision of the Party branch (grassroots Party committee) and the battlefield intent of the heads, conduct work in a flexible way by centering on the tasks of different stages of battle, and adapting to the changes in the battlefield environment.
Article 33 A servicemen committee shall effectively perform the following tasks at the stage of battle preparation:
(1) convening the servicemen committee meetings, conveying and comprehending the orders and instructions of the superiors, analyzing the thoughts of officers and soldiers and tactical technology, and specifying the tasks of all teams of the servicemen committee;
(2) organizing officers and soldiers to discuss and implement the methods and measures for the battle plan, and putting forward comments and suggestions;
(3) improving the organizations of the servicemen committee in accordance with the adjustments and changes of the combat composition;
(4) assisting the Party branch (grassroots Party committee) and the heads of the entity in conducting pre-war mobilization, and mobilizing officers and soldiers to actively participate in combat training to stimulate the fighting spirit and improve the tactical technical level; and
(5) assisting the Party branch (grassroots Party committee) and the heads of the entity in carrying out activities such as respect for cadres and love for soldiers, mutual aid regarding thoughts and psychological counseling, and well performing the anti-spy and work of confidentiality.
Article 34 A servicemen committee shall effectively perform the following tasks at the stage of battle implementation:
(1) assisting the Party branch (grassroots Party committee) and the heads of the entity in conducting publicity and inspiration in battlefield to firm the confidence of officers and soldiers in bravely fighting for victory;
(2) promptly adjusting and resuming the organizations of the servicemen committee in accordance with the change of command relationships and casualties;
(3) mobilizing officers and soldiers to conduct mutual aid during combat and warfare appraisal during the combat intervals, and carrying out mass activities of making contributions and creating models;
(4) assisting the Party branch (grassroots Party committees) and the heads of the entity in making good psychological protection of officers and soldiers, and carrying out the work of disintegrating the enemy; and
(5) urging officers and soldiers to implement battlefield discipline and mass discipline.
Article 35 A servicemen committee shall effectively perform the following tasks at the stage of end of battle:
(1) convening the servicemen committee meetings, and putting forward comments and suggestions for the work during the period of rest and reorganization or retreat and construction in accordance with the instructions and requirements of the Party branch (grassroots Party committee);
(2) mobilizing officers and soldiers to carry out warfare appraisal activities, and summarizing the lessons learned in combat;
(3) assisting the Party branch (grassroots Party committee) and the heads of the entity in carrying out activities of merit and award appraisal, and effectively conducting the ideological work during the appraisal;
(4) mobilizing and organizing officers and soldiers to perform well the work such as taking care of the wounded, the sick and the disabled, and the family members of the martyrs; and
(5) assisting the Party branch (grassroots Party committee) and the heads of the entity in conducting well the celebration activities, and publicizing the exemplary deeds of war heroes.
Chapter VII Leadership by Party Organizations and Organs to the Work of Servicemen Committees
Article 36 The Party organizations and organs at all levels shall strengthen leadership to the work of servicemen committees, pay attention to and support the work of servicemen committees.
An entity at the brigade or regiment level shall designate a deputy political commissar or the person in charge of the political department (division) to take charge of the work of the servicemen committee.
Article 37 The main contents and methods for the leadership to the work of servicemen committees by the Party committees and organs of the entity at the division level or above shall be: learning about and grasping the situation of grassroots democracy construction, establishing and improving the grassroots democracy system, promoting and honoring major models and studying and solving the relevant major issues.
Article 38 The main contents and methods for the leadership to the work of servicemen committees by the Party committees and organs of the entities at the brigade or regimental level shall be:
(1) including the work of the servicemen committees into the comprehensive construction plan of the entities, putting the work in the agenda, analyzing the construction situation of the servicemen committees in light of the semi-annual and annual work summaries and putting forward instructive suggestions;
(2) giving instructions to the servicemen committees to let them carry out the education of democratic traditions of the PLA, and helping officers and soldiers enhance the sense of democracy and democratic quality;
(3) providing support for and urging the servicemen committees to correctly exercise their functions and powers, actively exploring the forms of democratic activities adapting to the grassroots characteristics, broadening the channels of democracy, and protecting the legitimate rights and interests of officers and soldiers;
(4) providing a centralized training for the directors of the servicemen committees each year, and giving instructions to the Party branches (grassroots Party committees) to let them conduct regular cultivation of and provide assistance for the members of the servicemen committees;
(5) providing necessary conditions for the servicemen committees of grassroots entities to carry out work, and helping them solve the difficulties and problems encountered in the work; and
(6) summarizing and exchanging experiences in a timely manner, and commending the advanced.
Article 39 The main contents and methods for the leadership to the work of servicemen committee by a Party branch (grassroots Party committee) shall be:
(1) examining and approving the working plans and activity arrangements of the servicemen committee and listening to the work report;
(2) organizing the servicemen committee to carry out the education of democractic traditions of the PLA and giving it instructions thereon, and directing officers and soldiers to properly exercising their democratic rights;
(3) organizing the servicemen committee to carry out democratic activities in accordance with the requirements of the superiors and the actual situation of the entity and giving it instructions thereon;
(4) studying and resolving the problems reflected by the servicemen committee and its suggestions;
(5) properly selecting and effectively dispatching the backbones of the servicemen committee and strengthening the regular cultivation thereof;
(6) creating conditions for the servicemen committee to carry out work and resolving difficulties and problems in a timely manner;
(7) urging the servicemen committee to implement various working rules and strengthen self-construction; and
(8) coordinating the work of the servicemen committee and the Communist Youth League branch.
Article 40 The Party organizations and organs at all levels shall strengthen the inspection and supervision on the implementation of this Regulation, and take the implementation thereof as an important basis for commenting on the work of the servicemen committee and for the appraisal of advanced grassroots construction entities.
For those violating this Regulation, the Party organizations and organs shall criticize and educate them in a timely manner, and order them to make rectifications. If the circumstances are serious, resulting in adverse impacts and serious consequences, the directly responsible person in charge and other directly liable persons shall be imposed upon disciplinary actions or punished by Party organizations in accordance with the Disciplinary Regulations of the Chinese People's Liberation Army and relevant provisions.
Chapter VIII Supplementary Provisions
Article 41 The Chinese People's Armed Police Force shall be governed by this Regulation.
Article 42 This Regulation shall come into force on the date of issuance.
