Competent departments of land and resources of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the Bureau of Land and Resources of the Xinjiang Production and Construction Corps, the Land Administration Bureau of the Liberation Army, State Oceanic Administration, the National Administration of Surveying, Mapping and Geoinformation, all local state land supervision bureaus, and all departments, bureaus and units under the Ministry of Land and Resources:

In order to implement the spirit of the State Council on promoting the reform of streamlining administration, delegating powers and Optimizing Services, reform and improve real estate registration handling procedures and working mechanism, and further improve real estate registration work efficiency and service level, in accordance with the Circular of the State Council on Issuing the Key Focus of the Work of Promoting the Reform of Streamlining Administration, Delegating Powers, Improving Regulation and Optimizing Services in 2016 (Guo Fa [2016] No. 30) and the Circular of the General Office of the State Council on Issuing the Work Plan for Further Simplifying Procedures, Improving Efficiency and Optimizing the Business Environment (Guo Ban Han [2016] No. 70), the Ministry of Land and Resources has researched and formulated the Implementing Plan for Shortening the Timeframe of Real Estate Registration, which is hereby printed and distributed to you for your earnest implementation based on your realities.

All regions shall further simplify registration procedures, improve registration efficiency and shorten the time to handle formalities for real estate registration by classification in accordance with the Implementing Plan for Shortening the Timeframe of Real Estate Registration under the premise of ensuring full submission of data necessary for registration and efficient personnel allocation. Through innovating application means, improving receiving ability, strengthening business linkage, strengthening information sharing and other measures, the timeframe of general registration business shall be shortened to 20 working days except where the timeframe is still 30 working days for the registration of rural real estate organized by the government and the complex registration of real estate involved in inheritance or legacy not notarized; the timeframe of real estate mortgage registration is shortened to 10 working days; real estate sequestration registration and objection registration shall be immediately handled; efficiently achieve standard and orderly work to facilitate the public.

All regions shall well balance real estate registration efficiency and quality. Under the basic principle of stabilizing and protecting property rights, determine the timeframe of real estate registration according to the truth on the basis of completing the task to shorten the timeframe of real estate registration. The task to shorten the timeframe of real estate registration shall be completed before the end of October this year. All regions shall report the implementation situation to the real estate registration bureau of the Ministry of Land and Resources before the end of December this year in the unit of province.

Implementing Plan for Shortening the Timeframe of Real Estate Registration

I. Overall Ideology
With the overall goal of shortening the timeframe of real estate registration and fully reflecting the principle of public convenience, analyze problems exposed in real estate registration, standardize application materials, optimize registration procedures and innovate working mechanisms, and research and propose specific measures for further shortening the timeframe of real estate registration so as to promote real estate registration organizations in all regions to improve registration efficiency and service level.

II. Task Objectives
1. Standardize application materials for real estate registration. Further implement the requirements of the Interim Regulations on Real Estate Registration, the Implementing Rules of the Interim Regulations on Real Estate Registration and the Operating Practice for Real Estate Registration (for Trial Implementation) on registration application materials; define the scope of application materials and do not arbitrarily expand the types and scope of registration application materials. Do not ask the party to provide formalities and materials without legal basis, such as certificates, review, recordation, approval, seal affixing and administrative licensing affecting the legal interests of the obligee, which shall not be used as the preconditions of real estate registration and shall not be included in the real estate registration procedure.
2. Further optimize real estate registration procedures for application, receiving, examination, book recording, certification and others. For registration application, innovate the application mode by exploring the implementation of online booking, door-to-door service, window guiding, sub-window setting and others so as to facilitate the public to make applications. For receiving and review and recording after receiving, improve real estate registration efficiency for application receiving, review, recording and certification through adding window staff, intensifying business training, linkage audit post, optimizing office systems and intensifying information sharing.
3. Further shorten the timeframe of real estate registration. According to the Interim Regulation on Real Estate Registration, real estate registration shall be completed within 30 working days of an application being received. Take measures to shorten the timeframe of ordinary registration to 20 working days. For the registration of rural real estate organized by the government and the complex registration of real estate involved in inheritance or legacy not notarized, 30 working days shall still be allowed. On this basis, based on the difficulties involved in handling different types of registration, shorten the timeframe of sequestration registration and objection registration to immediate handling. The timeframe of mortgage registration shall be not more than 10 working days, so as to ensure facilitation of the public for real estate registration.

III. Main Measures
1. Speed up the transfer of materials. Real estate registration materials are an important basis to prove property right ownership and are the premise to carry out real estate registration work. Only with complete original materials can real estate registration be accurate and efficient. All regions shall control material transfer work well to ensure complete and synchronous transfer of electronic and paper materials for real estate registration to the real estate registration organization so as to support efficient handling of real estate registration formalities and shorten the timeframe of real estate registration.
2. Standardize application materials. Through inspection or examination, supervise all regions to strictly implement laws, regulations and normative documents, and specify and standardize application materials for real estate registration so as to realize standardization of application materials for real estate registration. The real estate registration organization shall release the list of application materials required at the office site or on the portal website of the real estate registration organization. Do not ask the public to submit materials that can be obtained through information sharing.
3. Innovate service modes. Guide all regions to adhere to the principle of observing laws and regulations and take providing convenience to people as the basic starting point and objective for real estate registration, be practical and innovative, actively promote the work mode of "Internet real estate registration", gradually promote one-station handling, city-wide generation registration, door-to-door handling, delayed handling, appointment-based handling, self-help handling, 7-day per week handling, green channel handling, rural handling and other service initiatives, optimize procedures and innovate services.
4. Strengthen organizational leadership. Real estate registration organizations at various levels shall strengthen organizational leadership, establish a real estate registration and real estate survey, system platform construction and other work optimization and coordination mechanisms, strengthen the communication and coordination with related departments for information sharing and practically organize to shorten the timeframe of real estate registration.
5. Strengthen examination and evaluation. Research the real estate registration efficiency evaluation index system and evaluation methods; establish a mechanism for dynamic evaluation of the work efficiency of real estate registration organizations.
6. Strengthen publicity and guidance. National and provincial real estate registration organizations shall strengthen business guidance for real estate registration organizations at lower levels handling specific real estate registration and certification, vigorously publicize advanced and typical regions' experience and practice and form a good atmosphere to improve real estate registration quality and efficiency throughout the system.

IV. Scheduling
1. Survey and problem sorting out. Organize to perform special surveys on the timeframe of real estate registration; specify current status and existing problems related to real estate registration handling and on this basis, propose improvement objectives and practical and effective measures in light of the actual situation.
2. Introduce policies and measures. In the light of practice and public needs, research and develop policy documents on further improving real estate registration work efficiency and service level.
3. Develop the evaluation index system. Research and develop the real estate registration work efficiency evaluation index system and evaluation methods in line with the actual situation of real estate registration whilst meeting the living needs of the public. Establish a mechanism for dynamic evaluation of municipal and county-level real estate registration organizations for their work efficiency.
