Announcement of the Shanghai Customs on Adjustments concerning the Approval and Other Formalities for the Movement of Goods in Bonded Warehouses and Export Supervision Warehouses

To promote facilitation of customs clearance, the adjustments concerning the approval and customs declaration formalities for the movement of goods in bonded warehouses and export supervision warehouses (hereinafter referred to as “two types of warehouses”) within the jurisdiction of Shanghai Customs are hereby announced as follows:
I. Adjusting the following approval formalities
(1) The movement of goods between a bonded warehouse within the jurisdiction of Shanghai Customs and a port in Shanghai shall no longer be subject to approval in the manner of customs transit transportation.
(2) The bonded transfer of goods between the two types of warehouses within the jurisdiction of Shanghai Customs and the areas under special customs supervision or supervised bonded places in Shanghai shall no longer be subject to approval in the manner of customs transit transportation.
II. Adjusting the customs declaration formalities for the bonded transfer of goods between the two types of warehouses and the areas under special customs supervision or supervised bonded places in Shanghai
(1) For the bonded transfer of goods between the two types of warehouses and the areas under special customs supervision or the bonded logistics centers (Type B), the customs declaration formalities shall be undergone at the customs office having jurisdiction over the area under special customs supervision or the bonded logistics center (Type B) in the manner of “import declaration first and then export declaration.”
(2) For the bonded transfer of goods between the two types of warehouses and any other supervised bonded place, the customs declaration formalities shall be undergone uniformly at the competent customs office of the place to which the goods are transferred in the manner of “import declaration first and then export declaration.”
(3) The number of the corresponding customs declaration form for goods transferred in shall be entered into the column “Number of Related Customs Declaration Form” in the customs declaration form for goods transferred out. The column “Related Recordation” in the customs declaration forms for goods transferred out or for goods transferred in shall be completed in a consistent manner. The recorded account book number of the enterprise from which the goods are transferred shall be entered into the column “Related Recordation” in the customs declaration form for goods transferred in, and the recorded account book number of the enterprise to which the goods are transferred shall be entered into the column “Related Recordation” in the customs declaration form for goods transferred out. The column “Related Recordation” in the customs declaration forms for goods transferred out or for goods transferred in need not be completed if they involve export supervisory warehouses.
This Announcement shall come into force on September 1, 2014.
