Announcement on Issues concerning the “Classified Supervision of Goods Stored in Warehouses by Status” in Areas under Special Customs Supervision
The relevant matters on the system for “classified supervision of goods stored in warehouses by status” in areas under special customs supervision are hereby announced as follows:
I. For the purpose of this Announcement, the system for “classified supervision of goods stored in warehouses by status” means the system under which non-bonded goods are allowed to enter areas under special customs supervision by means other than customs declaration, and actually leave China (are actually exported) or leave the areas under special customs supervision and return to the territory of China after LCL (less than container load) and deconsolidation together with bonded goods.
II. This Announcement shall apply to all types of areas under special customs supervision.
III. The operation of non-bonded goods stored in warehouses by enterprises within areas under special customs supervision (hereinafter referred to as “enterprises within areas”) shall be reported to the Customs for approval after being examined and approved by the management committees.
The Customs may, in accordance with the relevant provisions, conduct audit and verification of the cargo flow, capital flow and information flow, among others, related to bonded goods of enterprises within areas. The Customs may conduct random inspection of non-bonded goods entering and leaving areas under special customs supervision.
IV. The enterprises within areas to which the system for of “classified supervision of goods stored in warehouses by status” applies shall use the computer warehouse management system (WMS); and shall achieve the interconnection with auxiliary information management system for areas under special customs supervision through the certification methods as prescribed by the Customs, and submit the relevant data sufficient to meet the supervisory requirements to the Customs.
This Announcement shall come into force on the date of issuance.
