Provisions on Awarding Title of Honorary Citizen to Foreigners
Article 1 With a view to maintaining closer ties between Shandong province and the other places in the world, promoting the friendly relationships, encouraging people from foreign countries to pay more contributions to Shandong's economic and social development, and developing a standardized procedure of awarding the title of Honorary Citizen of Shandong Province to foreigners, we make this provisions in line with related regulations of the State and the actual situation of Shandong province.
Article 2 These Provisions are adaptable to the activities of title awarding and management in Shandong province.
Article 3 The title of Honorary Citizen of Shandong Province is the highest prize awarded to foreigners. It is set up and awarded by the People's Government of Shandong Province. The Foreign Affairs Office of Shandong Provincial People's Government is responsible for the specific work.
Article 4 Foreigners satisfy the following requirements are qualified to be awarded the title of Honorary Citizen.
1.Abiding by the Constitution, laws and regulations of the People's Republic of China, and continuously be friendly to China;2.Have paid great contributions to the economic and social development, foreign exchanges and cooperation of Shandong province;3.Have won at least one title of Honorary City Citizen, Qilu Friendship Award, or Friendly Envoy of Shandong Province.
Article 5 It is a solemn and serious activity to award the title of Honorary Citizen of Shandong Province to foreigners, and therefore it should be taken seriously and examined strictly. Those who have power of good influence and reputation and have made remarkable contributions can be recommended. Personal opinions should be asked for before recommendation and the personal will should be respected.
Article 6 Foreigners who have won the title of Honorary Citizen of Shandong neither bear obligations nor enjoy rights of Chinese citizens under laws and regulations of China.
Article 7 Foreigners who satisfy the requirements shall be recommended by the Municipal Government or provincial departments, and the Application Form of Honorary Citizen of Shandong Province (in the annex) submitted to the Foreign Affairs Office of Shandong Provincial People's Government for examination.
The Foreign Affairs Office of Shandong Provincial People's Government submits the recommendation, application form and its examination result to the provincial Government for approval at the executive meeting, and submits a copy for filing to the Chinese People's Association for Friendship with Foreign Countries.
Article 8 The People's Government of Shandong Province organizes awarding ceremony for those foreigners get the approval and award certificate of Honorary Citizen of Shandong to them.
The certificate is made by the Foreign Affairs Office of Shandong Provincial People's Government uniformly, and signed by the Governor.
Article 9 The title of Honorary Citizen of Shandong Province is awarded once a year. Recommendation and application start in May each year.
Article 10 Any illegal activities or any impropriate action of people who won the title of Honorary Citizen of Shandong Province resulting in serious consequences may cause revoke of the title by the approving organization.
Article 11 The municipal governments can make their own provisions on awarding the title of Honorary Citizen to foreigners by reference to related regulations of the State and province and the actual situation of their own. The results shall be submitted to the Foreign Affairs Office of Shandong Provincial People's Government for filing.
Article 12 These Provisions come into force from the day of its promulgation. The Provisions on Awarding Title of Honorary Citizen to Foreigners (Luzhengfa (1994) No.125) promulgated by the People's Government of Shandong Province on November 24, 1994 shall be abolished simultaneously.
