Shanghai Branch of the State Administration of Foreign Exchange (“SAFE”):
The Request of the Shanghai Branch of the State Administration of Foreign Exchange for Instructions on the Increase of Business Partners of Shanghai Easy Exchange Foreign Currency Exchange Co., Ltd. (No. 81 [2016], SAFE Shanghai Branch) has been received. An official reply is given as follows:
I. Shanghai Easy Exchange Foreign Currency Exchange Co., Ltd. (hereinafter referred to as “Shanghai Easy Exchange”) is approved to include Master Card foreign currency electronic traveler's cheques issued by Epaylinks Technology Co., Ltd. in the scope of products involved in the commission sale and redemption business.
II. Shanghai Easy Exchange that handles the commission sale and redemption of foreign currency electronic traveler's cheques shall strictly carry out the relevant requirements of the Notice of the State Administration of Foreign Exchange on Issuing the Measures for the Administration of the Pilot Program of Franchised Domestic and Foreign Currency Exchange Business for Individuals (No. 27 [2012], SAFE) and the Official Reply of the General Affairs Department of the State Administration of Foreign Exchange on the Commission Sale and Redemption of Electronic Traveler's Cheques Conducted by Shanghai Easy Exchange Foreign Currency Exchange Co., Ltd. (Official Reply No. 32 [2015], SAFE), perform all data submission obligations, and shall not enlarge the scope of clients without approval.
III. You shall strengthen the guidance and supervision of commission sale and redemption of electronic traveler's cheques conducted by Shanghai Easy Exchange, pay close attention to fund transfer between Shanghai Easy Exchange and Epaylinks Technology Co., Ltd, and report any abnormal circumstance to the SAFE in a timely manner.
