Notice of the Ministry of Human Resources and Social Security and the Ministry of Finance on Further Improving the Provincial Overall Planning System for Basic Pension Insurance for Enterprise Employees

The human resources and social security departments (bureaus), as well as public finance (financial affairs) departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps:
Since the issuance of the Notice of the Former Ministry of Labor and Social Security and the Ministry of Finance on Issues concerning Promoting the Provincial Overall Planning of Basic Pension Insurance for Enterprise Employees (No. 3 [2007], Ministry of Labor and Social Security) in 2007, all localities have continuously established and improved the provincial overall planning system, which effectively promoted the unity of the pension insurance policies, improved the management level and working efficiency, and enhanced the capacity of ensuring the payment of pensions, and promoted the rational flow of human resources. Due to the difference among all localities in the economic and social development and the promotion efforts, currently the development of provincial overall planning is unbalanced, and there are still disunity of policies, nonstandard management and other problems in some areas. For the purposes of further improving the provincial overall planning system and promoting the realization of overall planning across the country, you are hereby notified of the relevant issues as follows:
I. All localities shall, on the basis of realizing “six unifications” of the basic pension insurance system, premium payment policies, treatment policies, use of fund, fund budget and handling management, actively create conditions for realizing unified revenue and expenditure of basic pension insurance funds in the whole province. The provincial overall planning system shall cover all the areas of a province (autonomous region or municipality directly under the Central Government), and the areas in the province (including cities under separate state planning, sub-provincial capital cities, special economic zones, various development parks, etc.) where separate overall planning is still implemented currently shall be incorporated into the scope of provincial overall planning as soon as possible and implement the unified policy in the whole province (autonomous region or municipality directly under the Central Government).
II. All localities shall implement the policies for basic pension insurance rates in strict accordance with the unified provisions of the state and shall not adjust rates on their own. Where adjustment needs to be made, a request shall be submitted to the Ministry of Human Resources and Social Security and the Ministry of Finance for official reply under the provisions. Where rate adjustment policies are issued on one's own in violation of the regulations, corrections shall be made immediately. Unified rate policies shall be implemented in provinces. Provinces that have not unified the rates of basic pension insurance for enterprise employees currently shall develop transitional measures, and implement unified rates in the provinces by 2020 at the latest.
III. All localities shall, in accordance with the provisions of the state, unify the verification methods for employer's premium payment base and individual payment base for basic pension insurance, improve the working mechanism, and consolidate the payment base. When determining the upper and lower limits of individual payment base and other parameters, provinces that have not used the provincial average salary of on-the-job employees shall develop transitional measures and realize unification as soon as possible.
IV. All localities shall strictly implement the unified treatment policies of the state, strictly regulate the pension treatment level, and shall not issue treatment policies on their own or incorporate items beyond the overall planning into the payment scope of the basic pension insurance funds. Adjustment to the basic pension of enterprise retirees shall be implemented in a unified manner by the provincial people's governments according to the provisions of the state, adjustment shall be made in strict accordance with the official reply of the Ministry of Human Resources and Social Security and the Ministry of Finance, and unified adjustment measures shall be implemented in entire province.
V. All localities shall, on the basis of continuously improving the provincial budget system, strengthen the unified allocation and use of basic pension insurance funds. The responsibilities of the governments at various levels including province, prefecture (city) and county shall be specified, to further strengthen the fund revenue and expenditure management. The fund gap sharing mechanism and the incentive and restraint mechanism for the management of basic pension insurance funds shall be further established and improved, and connection with work performance shall be further reflected in the provincial allocation system and gap sharing mechanism.
VI. All localities shall unify the provincial handling procedures for basic pension insurance for enterprise employees, strengthen the business guidance for the handling institutions at all levels, and realize standardized and unified administration. Aiming at realizing a unified provincial information system, provincial integration of the social insurance information system and data including basic pension insurance for enterprise employees shall be completed as soon as possible, to promote vertical intercommunication and horizontal sharing of information. The online and offline public service system shall be improved, to provide more convenient services for the insured.
Improving the provincial overall planning system for basic pension insurance for enterprise employees is the important content for deepening the reform of the pension insurance system and is vital to the overall situation of reform, development and stability. All localities shall attach great importance, effectively strengthen leadership, improve the working mechanism, diligently organize the implementation, and promote the sound and sustainable development of the pension insurance system.
