Shanghai government promulgated the Administrative Measures for the Identification and Reward of Headquarters of Innovative Enterprises in Shanghai, which stipulates the identification, rewards, services and facilitation measures of headquarters of innovative enterprises.

The Administrative Measures issued this time set out in detail the criteria for the recognition of the headquarters of innovative enterprises. On the whole, the enterprise needs to be an industrial enterprise or service enterprise registered in Shanghai, with total assets of RMB 200 million yuan or a market value of RMB 2 billion yuan, annual sales revenue of more than RMB 100 million yuan or an average compound growth rate of more than 20% in sales revenue in the past three years, and has compound headquarters functions such as R&D, sales and settlement in Shanghai, and has two or more branches outside Shanghai. In addition, the recognition criteria for the headquarters of innovative enterprises also highlight the requirements of the field scope and R&D technology, etc.

The Administrative Measures stipulate that for the headquarters of innovative enterprises that meet the relevant standards, the government can give three types of support: start-up cost subsidy, rent subsidy and operating incentive (which has enjoyed the non-duplicate incentive of the relevant policies of other municipal headquarters). Among them, for the headquarters of innovative enterprises registered or moved to Shanghai after January 1, 2022, and the paid-up registered capital of newly managed entities exceeds RMB 100 million yuan, a certain start-up subsidy (not exceeding RMB 5 million yuan) will be given on a merit-based basis. For the headquarters of innovative enterprises that meet the above conditions for start-up support, the relevant district will provide a three-year subsidy according to certain standards (30% of the rent at the standard of no more than 1,000 square meters of office space and no more than RMB 8 yuan per square meter per day); Self-built office space will be subsidized in accordance with the same standards as above. Since January 1, 2022, the annual sales revenue of innovative enterprise headquarters has reached RMB 500 million yuan, 1 billion yuan and 1.5 billion yuan for the first time, and if the new comprehensive contribution to the region is not less than RMB 10 million yuan, certain operating incentives will be given respectively.
